About the Position

Career Opportunity

The City of Las Vegas is accepting applications for a Housing Rehabilitation Specialist (Grant Funded Position). This position will assist in the effective administration of the city's housing code enforcement and rehabilitation programs; administers federal, state and local government funding sources in a proper regulatory manner for the purpose of improving and rebuilding neighborhoods by improving the physical condition, safety and energy efficiency of low to moderately low income residences; performs building inspections during various phases of rehabilitation.

Supervision Received and Exercised

Receives general supervision from the Neighborhood Development Supervisor and higher level management staff.

EXAMINATION PROCESS:

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.

ELIGIBLE LIST: You must score 70% or higher on the examination to be placed on the eligible list.

SELECTION PROCESS: Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job." Some positions may require preliminary background checks.


Essential Functions:

  • Administers Neighborhood Stabilization Program and other grant funding sources, including preparation of project agreements and other documents as they pertain to housing rehabilitation.
  • Confirms ownership, occupancy and compliance with insurance requirements; files liens, arranges for preliminary title reports, energy audits and mechanical engineering/design, monitors continued ownership status, and researches County Recorders Office data through internet searches and onsite contracts.
  • Inspects dwellings and commercial properties to identify substandard conditions, building code violations, environmental and energy conservation issues.
  • Explains the housing rehabilitation process to applicants which includes the application intake, qualifying standards, bidding process, construction activities, project monitoring, warranties and project close-out.
  • Writes specifications for the work required; initiates, schedules and conducts pre-bid conferences; establishes bidders lists and ensures the broadest and fairest competition possible; approves payroll certifications of subcontractors; checks the State of Nevada Contractor's Board website on a regular basis to verify active licenses.
  • Sets up project initiators; reviews work authorizations and purchase requests; monitors invoices submitted by contractors to ensure charges comply with contract provisions and applicable laws, rules and regulations; approves disbursement of funds.
  • Ensures assigned programs comply with all applicable federal, state and local regulations and requirements such as labor standards, environmental reviews and project and program eligibility; conducts inspections of properties or other on-site compliance reviews as needed; and assists with periodic audits of records and procedures. Participates in recommending policies and eligibility requirements.
  • Organizes work on substandard housing; monitors compliance with city building codes and other regulations; verifies environmental and energy efficiency measures.
  • Responds to and resolves owner concerns and complaints during housing rehabilitation.
  • Maintains accurate records on all housing rehabilitation projects.
  • Monitors changes to grant requirements associated with various funding sources.
  • Tracks the rehabilitation budget.
  • Administers and monitors special projects as assigned.
  • Inspects commercial and residential buildings during various stages of construction and rehabilitation such as foundation, concrete, steel, masonry, wood construction, framing, plastering, block walls, retaining walls and a large variety of architectural and structural system elements.
  • Confers with architects, engineers, contractors, builders and general public in the field and office; explains and interprets program requirements and restrictions.

MINIMUM REQUIREMENTS

Experience:

Two years of experience in housing rehabilitation, journeyman level experience in construction trades, federal or state funded construction contracting or a closely related field.

Training:

Bachelor's degree from an accredited college or university with major course work in urban development and renewal, business administration, construction management or a related field.

May substitute combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

Licenses and Certifications:

Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.

Possession of a Building Analyst Professional certification issued by Building Performance Institute (BPI), or a Certified Home Energy Rater certification issued by Residential Energy Services Network (RESNET) within six months of the date of appointment, and maintenance thereafter.


Knowledge of:

Applicable federal and state regulations governing urban renewal and community development activities and related programs, including Neighborhood Stabilization Program (NSP), HOME Investment Partnership Program (HOME), RDA Set-Aside and the Community Development Block Grant (CDBG) funded programs.
Techniques of project facilitation and monitoring.
Housing development and rehabilitation programs.
Components of well-written contracts and requests for proposal.
General real estate appraisal methods.
City ordinances regulating construction contracting, bidding and purchasing procedures.
Techniques of record keeping.
Common office software, such as word processing, spreadsheet and database applications.

Accepted safety standards and methods of building construction for commercial and residential structures.

COMPENSATION

Annual Base Pay Increases

  • Negotiated as part of the collective bargaining process.
  • Step (Merit) Increase – typically awarded on the anniversary date of hire, up to range maximum.

Retirement

  • Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation

  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.


Medical, Dental and Vision Insurance

  • Employees are covered the first of the month following date of employment. Five medical plans, two dental and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.


Life and AD&D Insurance

  • City provides $20,000 policies at no cost.
  • Additional voluntary life insurance and AD&D insurance available for purchase.


Disability Insurance

  • City provides a long term disability policy:
    • LTD: Employees who normally work at least 30 hours/week are eligible. Benefits begin after 90 days of disability. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.

  • Employees covered by a City health plan and their covered spouse and dependents over age 18 are eligible for a comprehensive wellness physical exam annually at no cost to them at WellTrac.


VACATION (Hours/Year)

  • Years 3-7: 120 hours
  • Years 8-10: 128 hours
  • Years 11-15: 180 hours
  • Year 16 and over: 200 hours
  • Maximum accrual: 250 hours, if hired after 12/3/2014
  • Sell-back: Up to 60 hours each year; must leave a balance of 40 hours in leave bank.
