Position Overview:

As a Subject Matter Expert in Government Pricing, Government Rebates and Federal Contracts, this role is responsible for overseeing the day to day department activities for the State Medicaid Programs (CMS), Medicare Part D, the Federal Supply Schedule (FSS), DAPA and National Contracts including monitoring FSS tracking customers, creating and submitting Request for Modifications, and maintaining the government contracts. Also, responsible for performing and overseeing monthly and quarterly Average Manufacturers Price (AMP), Best Price, Part D rebates, quarterly Non-Federal Average Manufacturers Price (NFAMP) calculations and annual NFAMP and Federal Ceiling Price (FCP) calculations in accordance with the Veterans Healthcare Act (VHCA), Public Law 102-585. Prepare quarterly Industrial Funding Fee (IFF) rebate calculations for the FSS and National Contracts and quarterly TRICARE rebates within statutory time requirements. Responsible for staying current on government regulations and attend pricing conferences. Serve as primary contact for government contracts. Establish strong relationships with the Government Contracting Officers. Responsible for the VA agreement. Responsible for the all aspects of compliance as it pertains to the Inflation Reduction Act.


Primary responsibilities for role include but are not limited to the following:


  • Responsible for leading the Government Contracts and Government Pricing functions and respective teams
  • Manage all Government Contracts and Obligations
  • Perform and submit all Government Calculations manually. Performs quality checks on internal and external data to ensure it is accurate
  • Lead contact with Legal Counsel, Finance and the brand teams on Gov’t Pricing
  • Ensure compliance with all CMS, VA, and OPA programs
  • Respond to all Government data requests
  • Prepare month end AMP and BP schedules for reporting and sign off
  • Coordinate team to provide monthly trending of Gov’t pricing and rebates. Work with team to evaluate and vet findings and disseminate within the organization
  • Develop a plan to reconcile disputes with the states. Work with the team and IT to build tools to develop metrics to evaluate and develop plans to improve the quality and timeliness of payment processing for government rebates
  • Responsible for approving government rebate payments and reporting (i.e. Medicaid, TRICARE, Medicare)
  • Train and establish consistency across group the Government Pricing team
  • Provide estimates to G2N manager on any changes to calculations
  • Provide insight to the organization on Government pricing risks, compliance and implications
  • Develops and maintains tools to analyze “what-if” scenarios including pricing implications and downstream impact of commercial pricing strategies
  • Participates on cross-functional teams as the Government Pricing subject matter expert to evaluate and implement business strategies and initiatives
  • Educates personnel and builds awareness of Government Pricing concepts
  • Develops and maintains policies, procedures, controls and systems to support Government Pricing submissions and related areas to ensure ongoing compliance with external and internal requirements and guidance including regulatory, SOX and audit
  • Works with team to develop their knowledge of government programs and assist them in gaining exposure within the organization to showcase their knowledge in this space


Essential Duties

  • In the absence of a Manager/Sr. Manager, create all calculations manually and review for accuracy. Develop format and structure so files and submissions are ready and consistent from period to period. Maintain VA FSS contracts for all 3 labelers. Maintain 2 VA FSS contracts and work toward consolidating these agreements. Create and submit Requests for Modifications to the VA. Determine FSS tracking customers and Most Favored Customer net prices. Monitor and report pricing violations of the VA Price Reduction Clause. Assist in new contract solicitations. Create a process to maintain all pricing, MFC and Tracking Customer information
  • Calculate quarterly and annual NFAMP for all Covered (Branded) drugs within the GP system. Submit NFAMPs within 45 days of quarter end. Also calculate and submit Provisional, Temporary and First Full Quarter NFAMPs of newly launched covered drugs to the VA. On an annual basis, calculate the FCP for all Covered Drugs and comply with all requirements of Public Law 102-585
  • Calculate all monthly and quarterly AMPs, Best Price, ASP within 30 days of quarter end
  • Ensure timely and correct payment of IFF rebates for the FSS and National Contacts. Run Government sales reports in Contracting System. Calculate rebate manually. Ensure IFF payments are made timely
  • Ensure timely and correct manual payment of TRICARE Retail Rebates payable to the TRICARE Management Activity (TMA) for both Voluntary and Mandatory Rebate Agreements (VARRS and MARRS). Create manual load files and validate entry into system so the data is in a central location that may be used for GP reporting a as well as accrual reporting
  • Review and/or create all state submissions related to CMS pricing
  • Finish implementation of the Government Pricing Calculation systems. Once implemented, complete testing and work with IT to test upgrades as needed. Stay current on government regulations. Update and adhere to department standard operating procedures (SOPs) and compliance policies as necessary and add efficiencies to the process where needed
  • Review and/or create all state reports
  • Work with the team as needed for Master data clean up and Customer validations, as needed

  • Bachelor's degree in business or related field required
  • Typically requires 12 - 15 years of experience in Government Pricing and Policy Administration (experience working with government contracts for branded pharmaceuticals with a portfolio of 5i products)
  • Proficient in Contract Interpretation – legal language
  • Working knowledge of Microsoft Word and Excel
  • Strong communication skills with internal and external customers
  • Must be able to work independently and in a team environment
  • Must possess strong business, analytical and managerial skills
  • Ability to make decisions and present business case to management


Work is performed in an office environment with exposure to electrical office equipment. Frequently sits for 6-8 hours per day. Repetitive hand movement of both hands with the ability to make fast, simple, repeated movements of the fingers, hands, and wrists. Occasionally walks and stands. Occasionally bends and twists neck. Light to moderate lifting and carrying objects with a maximum lift of 25lbs. Frequently drives to site locations with occasional travel within the United States. Able to communicate information and ideas so others will understand; with the ability to listen to and understand information and ideas presented through spoken and written words and sentences. Interacts with others, relates sensitive information to diverse groups. Must work with diverse groups to obtain consensus on issues.
