The Division of Enterprise Services (DES) is seeking to fill a vacant Procurement and Contract Policy Analyst position with the Bureau of Procurement and Contracting (BPC).

The primary office location for the positions can be any of those listed below, depending on the preference of the selected candidate. The positions will have the opportunity for 3 days of remote work in addition to working from one of the Wisconsin State Office building locations 2 days per week. This schedule may vary based on training or operational need.

Position Summary


The Procurement and Contract Policy Analyst is responsible for analyzing, developing, and updating procurement and contract management policies and procedures used at DHS to ensure they meet minimum standards established by the State Procurement Manual and other federal regulations and guidelines. This position requires extensive knowledge of program planning principles while developing policies and procedures and materials and curricula for the required training of bureau staff, sub-delegated facility staff and DHS program customer staff to ensure the proper application of procurement statutes, administrative code, state policies and procedures and federal Uniform Guidance requirements.

Additionally, the Procurement and Contract Policy Analyst develops and operates a formalized audit and internal management review program of DHS procurement and contract management (sourcing) activities and contract centralization and compliance activities, including internal sub-delegation to assure compliance with existing policies and procedures. This position designs standardized formats and templates for consistent usage, in accordance with state and federal regulations.

Salary Information


The starting pay is between $31.00 and $37.00 per hour (approximately $64,480 and $76,960 per year) depending on experience and qualifications, plus excellent benefits. This position is classified as a Program and Policy Analyst – Advanced and is in pay schedule and range 07/03. A 12-month probationary period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction.

Job Details

  • All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
  • Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications


Minimally qualified applicants will have all of the following:

  • Experience interpreting and applying federal or state laws, mandates, or regulations.
  • Experience working with procurement or contracting programs, rules, or policies.
  • Experience consulting or providing technical assistance to others in the interpretation of policies and procedures.

Well-qualified applicants will also have one or more of the following:

  • A degree in public policy or similar field.
  • Experience with Wisconsin’s procurement process or contracting rules.
  • Experience reviewing contracts for compliance.
