The Naval Nuclear Laboratory comprises the U.S. Department of Energy locations and personnel responsible for developing advanced naval nuclear propulsion technology, providing technical support to ensure the safety and reliability of our nation’s naval nuclear reactors, and training the Sailors who operate those reactors in the U.S. Navy’s submarines and aircraft carrier Fleets. The Naval Nuclear Laboratory includes the Bettis and Knolls Atomic Power Laboratories, the Kenneth A. Kesselring Site, and the Naval Reactors Facility which have proudly supported the nation since 1946. The Naval Nuclear Laboratory has nearly 8,000 employees working at primary locations in Pennsylvania, New York, South Carolina, and Idaho. The Naval Nuclear Laboratory also has an established presence at numerous shipyards and vendor locations around the globe. We are dedicated solely to the support of the United States Naval Nuclear Propulsion Program. The Naval Nuclear Laboratory is operated by Fluor Marine Propulsion, LLC, a wholly own a wholly owned subsidiary of Fluor Corporation.

Site Facilities Operations Manager

The Site Facilities Operations (SFO) Manager is responsible for the overall management and upkeep of buildings and critical systems for the Naval Reactors Facility (NRF). This position provides leadership to a staff of 140 employees comprised of unit technical managers, supervisors, and craft professionals maintaining the facility. The SFO Manager will collaborate with the Operations & Maintenance Manager and Senior Leadership Team (SLT) to support continued and safe operation of the facility.

Responsibilities include:

  • Develop strategic and organizational goals, priorities, and critical outcomes and their impact on NRF’s ability to meet the mission.
  • Help determine strategy for NRF and provides leadership towards key initiatives to improve the overall operation of NRF.
  • Determine organization’s performance, effectiveness, efficiency, productivity, safety, evaluation, and management/internal control standards commensurate with strategic objectives.
  • Ensures all activities within the organization are operated safely, effectively, cost efficiently, and in compliance with applicable regulations, policies, and procedures. Ensures that Operations & Maintenance achieves Operational Excellence.
  • Provide managers and staff with opportunities, career development, coaching and mentoring. Select, develop, and retain a highly qualified team of managers and staff.
  • Takes a leading role in explaining, advocating, and negotiating with individuals and groups internally and externally. This role is expected to develop an expansive professional network with other organizations and organizational units to support the mission success of NRF.
  • Performs assurance activities to understand issues, causes, and take corrective actions as needed. Anticipates and identifies, diagnose, and consults on potential or actual problem areas relating to program implementation and goal achievement; selects from alternative courses of corrective action and/or takes action from developed contingency plans.
  • Fosters a working environment where people work together cooperatively and effectively to achieve the organization’s goals. Works with other senior leaders organizing work and setting priorities. Provides a forum for raising and discussing potential cost cutting opportunities related to the management and operation of NRF.

Required Combination of Knowledge and Skill

Bachelor's degree in engineering or science from an accredited college or university or; Bachelor's degree from an accredited college or university with a minimum of seven years of related experience; Previous management experience required

Preferred Skills

5+ years of leadership experience supporting or working with the Naval Nuclear Propulsion Program. Project Management experience and Navy Department of Defense or Department of Energy Experience is preferred.
