Job Responsibilities:

The Georgia Department of Public Health is committed to a culture of quality throughout the agency and the Sr. Manager of Business Operations will work closely with the Director of OQPA to maintain this effort. The incumbent is expected to promote the use of performance management practices in assessing performance and identifying opportunities for improvement and learning within DPH.

Job Duties and Responsibilities

  • Participate in administrative and managerial decision making that involves the direction and operations of OQPA
  • Coordinate the development of the State Health Assessment (SHA) and the State Health Improvement Plan (SHIP)
  • Track, monitor, and report on DPH’s Strategic Plan performance measures
  • Report on key performance indicators of the Governor’s Office of Planning and Budget
  • Maintain inventory of performance management solutions utilized throughout the agency; conduct a performance management environmental scan as needed and recommend best solution(s) for the agency
  • Enhance and manage agency level performance tracking and monitoring
  • Lead the performance management capacity building for all agency staff (including the designing and coordination of appropriate agency-wide performance management and quality improvement training)
  • Track enrollment, completion, and evaluation of all performance management and quality improvement trainings
  • Serve as data science expert and provide technical assistance to state office and public health district staff for performance measures selection, data entry, reporting, and analysis as well as assisting with the identification of quality improvement opportunities using the selected performance measurement solution
  • Manage content and oversee resource updates and layout of the Performance Management SharePoint sites
  • Hire and manage graduate student assistants
  • Provide fiscal and administrative oversight of vendors
  • Generate written progress reports and status updates regularly and as requested
  • Represent the Director as needed to ensure continuity of office operations when the Director is absent
  • Perform related responsibilities as assigned to support the efforts of OQPA

Preferred Qualifications Continued Below:
Master's degree in a related field (public health, health administration, or other health/social science/public affairs-related field) from an accredited college or university AND one year of related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position.

  • Experience maintaining large datasets and designing studies for evaluation and programmatic improvements
  • Experience in preparing federal and state reports
  • At least three years of experience in the fields of health, public health, or social service
  • Ability to think critically and interpret complex problems
  • Excellent written and verbal communications skills with experience writing and reviewing complex documents such as detailed reports for executive leadership, funders, and other stakeholders/partners
  • Experience with performance management (including performance management dashboards)
  • Proficiency in Microsoft Office suite (including Power BI, Dax, Project) and online facilitation tools

Bachelor's degree in a related field from an accredited college or university AND Four years of experience managing professional level staff OR Eight years of related professional experience AND Four years managing at the level equivalent to area of assignment OR Four years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
