With direction from the Public Health Emergency Preparedness Manager, performs advanced (senior-level) emergency management or public safety program coordination work. Work involves overseeing the coordination, development, presentation, and evaluation of educational and training programs; and overseeing consultative services and technical assistance provided to program staff, governmental agencies, community organizations, or the public. Work further involves facilitation of complex emergency preparedness meetings and ensuring the delivery of all-hazards preparedness. Acts as a liaison between the state and regional public health preparedness teams and local government officials, their representatives and other community stakeholders to strengthen community resilience across the region. Also works to with internal/external partners, including local health departments and emergency management coordinators to collaborate on effective and cost-efficient public health response implementation and evaluation.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(40%) Oversees and/or plans, develops, and evaluates emergency management, public safety, homeland security, or public health preparedness programs by serving as a lead resource and consultant to the region for preparedness and response program. Coordinates and facilitates stakeholder meetings and planning workgroups. Identifies development needs, recommends solutions, and provides technical assistance to local health departments and county officials. Contributes to the development, writing, interpretation, and implementation of public health preparedness guidelines, protocols, and plans. Evaluates, recommends, or plans joint and supplemental programs with city, county, state, or federal agencies working on preparedness plans. Designs, develops, and prepares needed curricula, course outlines and learning objectives based on identified needs and grant requirements. Coordinates surveys or reviews to determine compliance with requirements, laws, regulations, policies, and procedures related to emergency management, public health preparedness, and public safety. May design, develop, and deliver training in a classroom, through distance learning, or in an e-learning environment. Must have the ability to move up to 45 lbs. of training brochures, notebooks, pamphlets, etc.

(25%) Supervises the work of Training & Exercise team by establishing goals and benchmarks with periodic reviews to determine progress and provide direction for overcoming limitations. Provides oversight and conducts performance reviews of Training & Exercise work to include: design and implementation of a multi-year training and exercise plan in compliance with grant requirements and HSEEP, creating exercise materials, delivering preparedness courses and teaching selected course material, analyzing experiences and feedback, monitoring compliance with state and regional emergency preparedness training requirements, acting as regional administrators for TXTRAIN, organizing After Action Reviews and implementing Improvement Plans. As directed, will oversee contractors and interns through completion of associated projects as well as conducting quality assurance reviews and performance reports.

(15 %) May respond to emergencies, including a bioterrorism event, disease outbreak or disaster anywhere in state. Responds during exercises and real emergencies as part of the incident management command team. Makes practical decisions regarding logistics, planning, operations, and resources. Position provides input and assistance to complete the grant applications, work plans, quarterly reports, and related reporting activities for the CDC Public Health Preparedness Grant Program. Creates marketing strategies, brochures, newsletters, posters, etc. Coordinates the reproduction and distribution of materials related to public health preparedness, pan flu, reportable diseases, and emergency response. Works with internal staff and external partners to evaluate the efficacy of messaging campaigns and facilitates marketing strategies to improve effectiveness. Assists in creating and implementing regional communication and planning initiatives.

(10%) Contributed to a regional effort to recruit and maintain a pool of volunteers within the 7 counties directly served by Public Health Region 6/5S to help implement public health preparedness and response goals and initiatives at the local level. Oversees training and engagement of volunteers to enhance volunteer readiness and capacity
(10%) Other duties as assigned. Duties include the expectation to actively participate during a disaster response and/or recovery effort in the regional and/or local operations centers, joint field offices, Disaster District operations centers, or strike team during a disaster response and/or recovery effort. Required to complete all necessary training pursuant to the National Incident Management System and Incident Command System. May include alternate work locations and assignments. Works within the preparedness team to complete tasks as assigned to include Chempack sustainment and other duties. Employee actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Registration or Licensure Requirements:
Must be able to obtain within the first 12 months: Continuous Improvement certification such as LEAN Sixs Green Belt.
Formal instructor training such as EMI Master Trainer Program, Fire Instructor 1, 2, or 3, TCOLE Basic Instructor, ASTD, CTTI, POST, FLETC


Initial Selection Criteria:
  • Bachelor’s degree in public health, emergency management, or related field required.

  • Graduate degree in public health, emergency management, or related field (MS, MPH, MSPH, DrPH, MSEM, etc.) preferred.

  • Experience in adult education training techniques and presentations.

  • Experience in developing and evaluating preparedness exercises preferred.

  • Project management and team leadership experience preferred

  • Experience in continuous improvement and/or quality improvement preferred.

  • Experience in public health emergency preparedness and response preferred.
