The Mayor’s Office of Climate and Environmental Justice (MOCEJ) integrates sustainability, resiliency, and environmental justice into one coordinated approach across several climate and environmental offices, including the Office of Environmental Remediation (OER) and the Office of Environmental Coordination (OEC), all working to make our buildings efficient and resilient; our infrastructure climate ready; our streets, open spaces and public realm active, safe and healthy; and our energy clean and resilient. Through science-based analysis, policy and program development, and capacity building, MOCEJ leads the City’s efforts to ensure that New York City is minimizing its contributions to climate change, preparing to adapt and protect New Yorkers from extreme weather and multiple climate hazards, and giving every New Yorker a meaningful voice in our city’s future.

The Mayor’s Office of Environmental Coordination (MOEC) is looking for an experienced Information Technology (IT) Senior Developer to join our team. MOEC provides assistance to City agencies in fulfilling their environmental review responsibilities and maintains a technical database that is utilized by applicants and City agencies in completing environmental reviews. We are now developing a new database to assist agencies in managing their environmental review processes and are seeking an IT Senior Developer to support the development and implementation of this system.

About the Role:
In this role, you will analyze user specifications and requirements for information technology projects and programs, and design, develop, test, maintain, and modify software programs according to specifications using industry-standard techniques, Microsoft-stack programming languages, relational databases, and development tools. You will work closely with business owners to solve project-related technical issues, and serve as a technical adviser to management, providing a programming perspective on requirements. You will be responsible for ensuring the scalability, reliability, and maintainability of our software products. You will supervise consultants or interns in the performance of these tasks, mentor and train junior developers, and work collaboratively with cross-functional teams.

Some specific tasks for this position include:
  • Analyze user specifications and requirements to deliver high-quality software solutions.
  • Design, develop, test, maintain and modify software programs using Microsoft-stack programming languages, relational databases, and development tools.
  • Maintain and update the office's public web site via the city's web content management system.
  • Work closely with MOEC's business owners to assist in solving project related technical issues.
  • Perform code reviews and unit testing to identify and solve problems for assigned systems and projects.
  • Serve as technical adviser to management and provide programming perspective on requirements.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

  • Hands-on development experience with Microsoft programming languages.
  • Significant experience in relational physical/logical database design, normalization.
  • Strong knowledge of jQuery or other JavaScript frameworks.
  • Experience with Microsoft Azure, Office 365 environments, and application suite, including SharePoint Online and Office 365 applications.
  • Experience with REST, web services, and service-based architectures.
  • Strong working knowledge of software development life cycle (SDLC), Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing.

Driver License Requirement:
