Description:

AAFS is seeking a motivated, accountable, and technologically adept candidate to lead the ~$90M, five-year Support Services Contracts (SSC) that bolster the BLACK HAWK product line and production contract. There are currently eight open task orders valued at ~$40M in total, each representing a program under the SSC. At times, 15-20 task orders could be running concurrently.

The Program Manager, Army Support Services Contracts will be a strategic thinker who provides leadership and guidance to the associate PMs who are managing the tactical day today execution of these task orders. This PM needs to see the “big picture” and have the ability to recognize yellow flags before they become red flags, whether it be in cost, schedule, technical, or other execution performance issues. A successful candidate will be an active participant in and leader of the Risk & Opportunity process, brainstorming and enacting risk mitigations.

Familiarity of the government contracting process is desired, as task orders may both cost-type and firm fixed price work.

Primary duties include:
  • Direct leadership, guidance, and coaching of two direct Program Managers and large, matrixed teams across many functions.
  • Effective management of Market Assist and Bid & Proposal funds
  • Acting as primary customer liaison with UHPO, AMCOM, and other Army leadership, as well as interfacing with Army Contracting Command-Redstone and DCMA/DCAA.
  • Develop, review and approve project metrics, primarily financial and Earned Value Management (EVM), to track project health and provide visibility to the Program and Executive management.

This PM will shape new business and convert opportunities (nearly 20, currently) into orders for the remainder of the current SSC period of performance (through June 2024), as well as leading the proposal effort and negotiations for the follow-on SSC basic IDIQ that will begin in July 2024. This role will review and approve proposal estimates and contract documents as a key member of Capture Teams.

The SSC PM will prepare and give formal presentations to internal and external groups, including internal Program Reviews monthly and coordinating and leading face-to-face Army program reviews in Huntsville, AL, at least quarterly. Additional travel may be required based on program needs. This role may require involvement in subcontractor management.

The SSC PM will demonstrate creative and critical thinking while guiding the programs through identification and resolution of proposal, negotiation, or execution issues.

The role may include additional support of the BLACK HAWK production program as requirements emerge.

The successful candidate will be willing to thoroughly understand each SSC Task Order contract and potential opportunity, and demonstrate strong communication skills with colleagues and customers regardless of level.

Relationship building skills are essential, as is the ability to manage complex, large-scale project schedules with multiple interdependencies.

Basic Qualifications:


Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
Proficiency with MS Office tools and Earned Value Management.

Ability to Work Remotely:

Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules:

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

4x10 hour day, 3 days off per week
