Duties

Duties at the F-Band Level:

Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility.

Applies basic knowledge in the implementation of the Logistics Program for the District/SSC level under general guidance from District and/or OSS management. Under close direction of a manager or more experienced team member, reviews logistic program administrative guidance, obligations and expenditures for compliance with laws and authorized funding. Processes personal property transactions using automated tools such as Automated Inventory Tracking System (AITS) and FAA Utilization, Screening and Disposal System (USO) in Logistics Inventory System (LIS). Researches and collects information in accordance with simplified acquisition guidelines and submit proposals, packages and information for review by the Contracting Officer (CO). Participates in the reconciliation of the inventory of real, personal property, and field spares. Analyzes initial tracking reports for exchange and repair delinquents, core exchange credits, and initial issue of test equipment.
Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers’ situations.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional.

Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.

Duties at the G-Band Level: Includes the above as well as the following:

Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility.

Applies experience and detailed knowledge applicable to his/her discipline plan and accomplish assignments.

Conducts research and collects information in accordance with simplified acquisition guidelines and submit proposals, packages and information for review by the Contracting Officer (CO). Conducts, coordinates, participates in and/or reconcile inventory of real, personal property, and field spares. Analyzes financial tracking reports for exchange and repair delinquents, core exchange credits, and initial issue of test equipment.

Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects.

Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify for this position at the FV-F, you must have 3 three years of general experience, one year of which was equivalent to at least FV-E, FG/GS-4 level OR Education Substitution(s). General experience must demonstrate the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively.

To qualify for this position at the FV-G, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-9 level OR Education Substitution(s). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience processing personal property transactions; purchasing materials, supplies, services, and equipment; participating in property inventories; and analyzing financial reports.

Education

EDUCATION SUBSTITUTION FV-F:

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university OR Combination of education and experience.

EDUCATION SUBSTITUTION FV-G:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree.

or

LL.M., if related OR Combination of education and experience.

5. This is a part-time/permanent position but may be made full-time/permanent in the future without further competition.
