Job Description


Under the direction of the Learning and Organizational Development Manager, the 1032 LMS Trainer & Administrator provides tutorial/classroom instruction for a broad range of operational procedures within a variety of software programs, intermediate level and lower level applications, and/or procedures. The incumbent in this position will support the configuration, implementation and troubleshooting of a new Learning Management System (LMS). This position will serve as a lead in activities related to the launch of the LMS and will support users across the Agency with troubleshooting through the roll out. A key project will be to modernize and automate business processes to increase efficiency.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  • Leads administrator training and User Acceptance Testing for Agency roll out of a new Learning Management System.
  • Performs Learning Management System administrator functions.
  • Develops and delivers instructor-led technical training classes to City/County employees in the use of various types of computers, operating systems, and a wide variety of software applications.
  • Provides guidance in the analysis and resolution of complex problems encountered by students in their use of a wide variety of processing platforms, software, and network services.
  • Assists departments in evaluating training requirements as needed.
  • Assists in the evaluation and testing of new software applications and upgrades; evaluate new teaching materials as needed.
  • Provides support for the installation of software and courseware files on training computers as needed.
  • Assists in the preparation of the training schedule, course description guides, and training newsletter as needed.
  • Prepares requisitions for software, hardware, and supplies as needed.
  • Works with clerical staff to schedule training classes, including facilities, instructors, and students.
  • Assists in the publication of training schedule; develop and distribute announcement promoting training programs.
  • Develop management reports detailing course utilization, effectiveness, student satisfaction, and survey results.
  • Work with clerical support to maintain student records, education profiles and training programs; maintain technical library; recommend acquisitions of appropriate reference materials.
  • Represents the Administrative Manager as Liaison to HSA IT and IT Vendors regarding technology systems.
  • Attend team and/or admin meetings as requested.

Qualifications
  • Education:
    a) An associate degree in computer science or a closely related field from an accredited college or university OR
    b) Its equivalent in terms of total course credits/units [i.e., at least 60 semester or 90 quarter credits/units with a minimum of 20 semester or 30 quarter credits/units in computer science or a closely-related field];

    AND

2. Experience: One (1) year of experience delivering training in computer applications and procedures.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to 30 semester units / 45 quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

License and Certification:
Certificates may be required to teach certain software program applications.

Supplemental Information:
Essential duties require the following physical skills and work requirements: Some positions may require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. May require hand/eye coordination for semi-skilled movements, such as keyboard use. May require standing and/or sitting for extended periods of time. May involve extensive VDT exposure.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: ability to communicate effectively orally and in writing to provide formal instruction in a classroom or other structured setting; ability to leverage multiple systems to pull and analyze data and build reports; ability to use technology, facilitate/coach, develop and design training, plan and coordinate training curriculum, and create and deliver presentations; ability to establish and maintain effective working relationships.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
