Position: HR Business Analyst

Location: Austin, TX

Duration: 6-12 Months


Responsibilities/Tasks:

Client is actively hiring a HR Business analyst: Position control HRBA. The HRBA role is to support the setup, implementation and testing of the new enterprise system focused on the HR functions, especially the position assignment (employee assignment to approved roles) and HR reporting, ensuring that processes and systems work in compliance with the design, expectations and best practices and that end users could effectively use the new Finance, Human Resource and Payroll systems. The HRBA is a subject matter expert in position assignment for the enterprise system implementation. Position assignment is the system function that assigns employees to roles and generates vacancy reports across the organization. Client is looking for a professional that has implemented HR enterprise systems, especially position assignment and could assess the tradeoff of setup and processes across the stakeholder groups and customers.

Main Deliverables:

  • Ensure the successful implementation of the new Finance, HR and Payroll system especially for HR position assignment including cross-functional processes, systems, accountability measures, data migration/governance, data interface with other systems and compliance with Federal and State requirements.
  • Ensure the successful implementation of the new system position control/assignment including partial positions
  • Ensure the successful implementation of the new system HR reporting including vacancy, staffing, TEA reporting including Educator data, Highly Qualified Teacher, PEIMS Personnel reports, TPEIR Staff & Teachers as FTE of
  • Client's Personnel by Role, Gender, Ethnicity; FTE of Teachers by Subject Area, Gender, and Ethnicity; Employed Personnel - Longitudinal Count. Support the reporting generation, testing and audit.
  • Identify any potential problems that end users might encounter, research, and solve the issues.
  • Learn and maintain knowledge of system, process, roles, and workflows to facilitate effective design, implementation, and deployment

Skills:

  • Required experience managing position assignments or HR reporting in a K12 school district in the Human Resources/Human Capital or Finance divisions. Experience in position control implementation, setup, process design, and reporting. Related roles in a Public School system: Director, Manager, Analyst, Coordinator, Specialist of Compensation & Position Control
  • Required strong computer skills including Google Suite (Drive, Sheets, Slides, Docs, Forms), Microsoft Office suite (Word, PowerPoint, Excel, and Outlook); Flowchart maker and diagramming (Visio, Io.draw, Lucid Chart), Project management tools (Smart Sheet) and Learning Management Systems.
  • Required experience in analytics Microsoft Excel or Google Sheets including pivot tables, formulas, and others.
  • Preferred experience implementing or using HR enterprise systems as Frontline ed, Tyler Munis, Workday, Lawson, Taleo or other in Finance, HR, or Payroll functions.
  • Ability to work independently and in teams with excellent problem solving, communications, presentation, and organization skills
  • Ability to define, produce and maintain audit reports
  • Friendly and professional verbal and written communication skills.
  • Must be detail-oriented with excellent organizational and time management skills
  • Maintains a calm and a positive attitude in a rapid moving work environment
  • Team player, an initiative-taker, and willing to execute required tasks to complete the job.

Requirements:

  • 3+ years of experience in a Position Control/Assignment role in a K12 organization.
  • Preferred teaching experience in K12 organizations in independent school districts or charter management organizations or in a central office position.
  • Preferred experience implementing enterprise systems including Finance, Human Resources, Payroll and Student Information Systems
  • Preferred experience in Finance, Human Resources or Payroll processes using enterprise systems as Frontline Education, Tyler Munis, Taleo, Workday or other system preferably in a school district or k12 organization
  • Preferred experience with business analysis, requirements gathering, process development, and implementation of Enterprise Resource Planning system (ERP) including Business, Finance, Payroll, Position Control, Employee Compensation, Recruiting, Hiring, Onboarding, Procurement, Maintenance, Employee Evaluation or Professional learning management functions.
  • Preferred certification in Lean Six Sigma, process/system improvement, Experience developing current and future processes, developing key performance indicators

Experience and Qualifications:

  • Ability to problem solve, multi-task and organization skills
  • Ability to commit to this project for 6-12 months.
  • Strong ability to keep staff teams focused on goal attainment within conflicting time parameters.
  • Ability to work in the dynamic school district environment, with an understanding of the nuances and challenges within an urban setting.
  • Ability to engage with stakeholders (internal and external) in both in-person and virtual environments.
  • Ability to motivate the team to communicate, collaborate, and respond while under extreme pressure and strict timelines.
  • Experience working in a hybrid environment (partially in person and remotely) and supporting hybrid teams.

Travel

When required and authorized by the Client, the Contractor will perform services on-site at the designated campus and/or department for assistance or training. Frequency and duration of travel will be jointly determined. The Client will reimburse for travel using Client guidelines or funding entity guidelines, whichever is less. Any special circumstances or exceptions must be approved prior to travel by the Client's Chief Financial Officer.

Logistics

The Client will provide a portable computer during the contract period. The Client will provide the Contractor with workspace, access to ERP project files, access to Client systems and Client equipment as needed.
