Position Information

Salary:
Health Plan Services Specialist: $1,682.62 - $2,010.89, paid bi-weekly
Senior Health Plan Services Specialist: $1,877.76 - $$2,244.10, paid bi-weekly

Examinations:
Apprasial (Weight 100%): Will be conducted for the purpose of evaluating the applicant's training, education, experience, interest and personal fitness for the position. Appraisal can be based on any combination of the following: Investigation, oral examination and/or review of application.

Should an oral exam be necessary, the oral exam will be weighted at 100%.

Applicants must attain at least a 70% score on each phase of the examination process.

Minimum Qualifications / Employment Standards:
Health Plan Services Specialsit
Thirty (30) semester or forty-five (45) quarter units from an accredited college or university or any combination of education, training and/or experience sufficient to obtain the knowledge and skill to successfully perform the essential duties of the job.

Possession of a valid California Driver’s License upon appointment.

Qualifying related experience may include health plan administrative, support; utilization management support, basic medical terminology, provider relations, call center management, medical office administration or support; medical education or training; hospital business office or patient registration; medical or insurance claims processing; patient accounting and collections; verifying documents to determine eligibility for medical benefits and/or social services; conducting needs assessments; medical or social service case management and/or making referrals for services; public relations; and general customer service experience. Health plan experience is preferred.

Senior Health Plan Services Specialist
Sixty (60) semester or ninety (90) quarter units from an accredited college or university and three (3) years of related work experience or any combination of education, training and/or experience sufficient to obtain the knowledge and skill to successfully perform the essential duties of the job.

Qualifying related work experience must be related to fiscal or administrative work in a hospital, medical office or health plan setting.

Possession of a valid California Driver’s License upon appointment.

Admittance to the examination will require a valid government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Human Resources Division prior to the test date.

A background check may be conducted for this classification.

Following an offer of employment, you may be required to submit to post offer medical and drug screening tests at County expense.

This examination will establish an eligible list from which immediate appointment(s) will be made. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve-months, unless specified otherwise by the Civil Service Commission.

Health Insurance: (Medical/Dental/Vision): Kern County offers five affordable medical options. Kern Legacy Health Plans are medical and prescription health plan options administered directly by the County of Kern. Kaiser Permanente is also an option. Retirement Program: Kern County Employees' Retirement Association (KCERA). This Section 401 (a) defined benefit retirement plan requires employer and employee contribution and pays retired employees a pension based on salary, years of service, and age upon retirement.

Deferred Compensation: This section 457 plan allows employees to contribute on a pre-tax basis to a supplemental retirement account which is then paid out to them when they retire.

Social Security Administration:
Note: Both Kern County and the employee contribute to Social Security and Medicare as follows:
  • The County of Kern withholds 6.2% for Social Security (FICA1) and 1.45% for Medicare (FICA2) from employee's payroll warrants
  • The County matches the employee's 6.2% for Social Security and 1.45% for Medicare
