Position Description

The Finance Manager position reports directly to the Metropolitan Nashville Police Department (MNPD) Finance Director and performs the more complex professional and analytical work involved in the field of finance and administration. This position may supervise a wide variety of occupational classes, including administrative services officers and clerical support staff

Typical Duties

  • Prepares and manages project schedules and budget projections related to non-salary, travel, grants, special purpose funds, capital, etc.
  • Participates in meetings related to the preparation and implementation of the FY Budget.
  • Oversee preparation of statistical and financial reports and budget management and reporting.
  • Coordinates budget and personnel functions for department.
  • Assists with developing, preparing justification, presenting, and monitoring the annual budget.
  • Directs preparation of administrative, financial, special reports using R12 and Workbrain as information sources.
  • Assists in developing and evaluating departmental policies, procedures, rules, regulations, and work methods.
  • Evaluates program regularly to insure efficiency and consistency with department goals and policies.
  • Confers with MNPD Finance Director and recommends changes for improving operational effectiveness.
  • Performs supervisory duties; evaluates employee performance.
  • Approves employee leave requests.
  • Administers personnel policies and makes recommendations for disciplinary action. Provides MNPD Finance Director with R12 (Oracle) & Workbrain (MNPD software) data to assist with planning and decision making.
  • Serves as back-up to the MNPD Finance Director in their absence.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Bachelor's Degree from an accredited college or university and thorough (5 or more years) of professional-level experience in accounting, finance, public administration, or related field including considerable (3 years) experience as a supervisor.

*Additional education may be considered in lieu of some professional-level finance experience.*

Candidates with accreditations earned in a foreign institute are encouraged to apply.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Master's degree in Accounting, Finance, or closely related financial field
  • Professional financial related certifications
