DESCRIPTION:

The Crime Analyst gathers intelligence, conducts research and analysis of criminal justice information/activities, including criminal patterns and trends in support of police operations; assists in the coordination and utilization of law enforcement information systems; “based upon” analysis, conducts staffing utilization and allocation studies; plans and evaluates departmental programs; provides support for law enforcement information systems; prepares technical staff reports; conducts real time, proactive, intelligence; assists patrol and investigations in intelligence led efforts and makes departmental presentations. Assignments and objectives are established but work methods and resources are left to the incumbent’s discretion.

SUPERVISION RECEIVED/EXERCISED

Receives immediate supervision from the Investigations Manager or other assigned Police Department management or supervisory staff. Exercises no supervisory responsibilities.

TYPICAL DUTIES:
  • Collects, organizes, and analyzes intelligence information and statistical data about criminal activities/patterns and known criminal offenders; provides said information to appropriate personnel.
  • Researches, collects, compiles data for various reports and projects.
  • Provide technical support for department information systems hardware and software.
  • Organizes and maintains manuals and automated information systems for storage and retrieval of criminal offender information.
  • Coordinates data collection of Crime Analysis files; develops individual computer files and report tables.
  • Conducts extensive research and gathers, analyzes, coordinates, and disseminates intelligence information from a variety of criminal offense reports, arrest reports, public information databases, and other intelligence sources.
  • Attends law enforcement meetings for crime information exchange and crime analysis techniques.
  • Develops products to inform department and command staff to assist in their strategic decision making.
  • May be deployed to the field to provide analysis and intelligence functions for an ongoing critical incident.
MINIMUM QUALIFICATIONS:

Knowledge of:

  • Contemporary computer and data analytic solutions such as Microsoft Excel.
  • Research, analysis and statistical methods.
  • Law enforcement operational staffing models and contemporary patrol deployment
  • Criminal Justice information/records systems.
  • Criminological theory and practices.
  • Uniformed crime reporting system.
  • Technical and analytical report writing.
  • Modern automated records management techniques.
  • Law enforcement intelligence products and their appropriate application.

Ability to:

  • Conduct research, interpret and analyze information, and draw conclusions.
  • Organize information in both oral and written format and be able to make presentations to all types of audiences.
  • Utilize computer technology to carry out responsibilities.
  • Maintain effective working relationships.
  • Evaluate problems and exercise sound judgement in making decisions in accordance with established regulations and procedures.
  • Perform deductive and inductive reasoning, think clearly, act quickly and apply logical and common sense to problem solving.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under time-sensitive deadlines.
  • Make accurate arithmetic calculations and perform complex computations.
  • Carry out responsibilities with minimum direction.

EDUCATION/EXPERIENCE

Education/Experience:

College course work in Public Administration, Statistics, Economics, Criminal Justice, Computer Science or a closely related field and two years of related experience is required, a four-year college degree is preferred.

License:

Possession of a valid California Driver’s License and a satisfactory driving record are conditions of initial and continued employment.

Must successfully complete a background investigation as a condition of employment.

Certificates:

Ability to obtain a Department of Justice Crime Analysis Certificate within twelve months of employment.

Other Requirements:

Willingness and ability to work the hours necessary to accomplish the assigned duties including evening shifts and holidays; attend meetings, seminars, conferences and training classes; travel locally and out of town as needed; and comply with departmental grooming standards.

Work in a standard office environment; drive a vehicle; read or see objects under ambient, limited or artificial lighting and at a reasonable distance with sufficient clarity; hear normal speech and other audible events, in combination with other environmental noise, including hearing voices transmitted by radio and telephone; speak clearly to be understood by others under normal or highly stressful circumstances, either directly or through amplifies radio or telephone transmission and alternatively move from one place to another.
