The Community Partnerships Director will provide leadership and supervision community partners that are providing early care and education through Early Head Start (EHS) and Head Start (HS) programming to ensure that EHS/HS services are provided in accordance with Head Start Program Performance Standards (HSPPS) and are of the highest quality for the children and families being served. Direct implementation of Babies Ready for College suite of programs.

Responsibilities of the Community Partnerships Director:

  • Work with community partners to ensure compliance with Head Start philosophy, standards, objectives, and HSPPS are met in partner centers.
  • Monitor contracts and expenditures of community partners; assure that expense reports and proof of reasonable and allocable expenses are reported by the partners on a monthly basis, that other reports as required are provided on a quarterly basis, and that annual audits are submitted as soon as they are finalized.
  • Assure that all new community partner staff meet the credentialing requirements, and that recruitment and screening processes are in accordance with HSPPS.
  • Assist in the application and reporting processes for Head Start/Early Head Start grants; research and write follow up reports as required to meet grant compliance.
  • Coordinate with senior leadership staff to complete, submit, and follow up on federal grant, Program Information Report, Training and Technical Assistance Plan, Budget, and Budget Narrative.
  • Collect, analyze, and report proficiency data as necessary.
  • Remain current on HSPPS, federal regulations, and state licensing regulations.
  • Serve as lead for Head Start audits and federal and regional site visits with community partners.
  • Monitor Head Start/Early Head Start program goals and objectives to report progress.
  • Build and manage relationships with community partners; identify additional community partners as appropriate.
  • Work closely with the Chief Program Officer to oversee the start-up of new partner sites, assuring that all tasks are carried out in accordance with project plans and budgets.
  • Participate in Office of Head Start Region VIII calls and meetings.
  • Lead community partner collaboration meetings for each site.
  • Work with the designated internal and external staff to monitor community partners’ contracts and to ensure that the roles and responsibilities are being carried out in accordance with the contracts.
  • Provide monthly reports regularly to the Chief Program Officer on partner progress and challenges.
  • Conduct monthly site visits at each partner site
  • Organize and facilitate monthly partner collaboration meetings.
  • Direct implementation of the Babies Ready for College (BRFC) suite of programs that include BRFC, BRFC:Next Steps, Play & Learn Groups, and Short & Sweet Book Clubs that serve Family, Friend, and Neighbor caregivers and parents.
  • Work with BRFC Lead Facilitator to create schedule for the BRFC suite of programs to serve the community and MHEL enrolled families annually.
  • Work with Director of Development to develop grant proposals so that adequate funding is in place to keep the program viable.
  • Work with the Controller to see that supplies and curriculum-related materials are ready for program delivery.
  • Assure that reports to project funders are accurate, well written, and submitted in a timely fashion.
  • Maintains accountability and quality control for MHEL Child and Family database to assure compliance with HSPPS, licensing regulations, and all other requirements within the agency’s mission, vision, values, philosophy, and business operations.
  • Implements data quality assurance standards and collaborates with MHEL team leads to ensure HSPPS and other regulations are met.
  • Supports community partner staff to ensure timely completion of data entry for all required program elements and regularly pulls reports to verify accuracy.
  • Works with Data Management Specialist to publish dashboards that provide program information, progress towards goals, and other information for funders, Board of Directors, program management, and others as requested.
  • Manage relationship with database provider and submit requests for data system changes to maintain compliance with reporting requirements from the Office of Head Start.
  • Coordinate the collection of Program Information Report three times per fiscal year and ensure accuracy of reported information.

Requirements:

Required qualifications for the Community Partnerships Director:

  • Bachelor’s degree in education, Early Childhood Education, Family Development, Non-profit management, or related field
  • Two years of working in a Head Start or Early Head Start program
  • Three years of administrative/supervisory experience
  • Experience working with diverse populations
  • Budget development and oversight a plus
  • Ability to speak clearly and persuasively in positive or negative situations, demonstrate group presentation skills, and conduct meetings
  • Demonstrates high standards in quality of the written communications
  • Ability to resolve conflicts
  • Able to demonstrate strong organizational skills
  • Proficient skills with Microsoft Suite software, including database experience
  • Must have reliable transportation and the ability to use your own vehicle during work hours as well as valid license and insurance
  • Pass CBI background check
