The Broward County Board of County Commissioners is seeking qualified candidates for Chief Building Code Inspector to support the Building Code Division.

General Description

The purpose of this class within the organization is to perform supervisory and administrative work in planning, organizing, and directing inspections and code enforcement work, perform permitting and inspection of construction, alteration, repair, remodeling, or demolition of structures and the installation of building systems in accordance with the Florida Building Code and related regulations.

This class works independently under limited administrative supervision, developing and implementing programs within organizational policies and reports major activities to administrators through conferences, periodic meetings and reports.

Minimum Education and Experience Requirements
Requires eight (8) years' experience in residential/commercial construction and as a certified Code Inspector and Plans Examiner in either the mechanical, structural, plumbing or electrical discipline under the jurisdiction of the Florida Building Code including one (1) year of supervisory experience.

Special Certifications and Licenses
Certified as a Code Inspector and Plans Examiner by the State of Florida and eligible for certification by the Broward County Board of Rules as a Chief Inspector, depending on area of assignment.

Certificate of Competency as General Contractor, Master Contractor, or Contractor depending on discipline.

Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Preferences

Building Official/Building Code Administrator license from the Florida Department of Business and Professional Regulation (DBPR) Building Code Administrators and Inspectors Board (BCAIB)
Certified Flood Plain Manager
Certified Construction Manager, LEED Green Associate Certification, Concrete Certification or HVAC, Plumbing and/or Electrical Certification
Florida Association of Code Enforcement Officers (FACE) certification
Ability to speak/read/write multiple languages relevant to area of assignment
Experience with Permit application POSSE
Experience in Virtual Plan Review software performing Digital plan reviews and digital validation/seal.
Fire Safety Inspector
Experience in presenting Code Enforcement Cases to the Boards.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Responsible for administering various programs for the inspection of buildings and their components related to structural, electrical, plumbing and mechanical installations to insure adherence to the Florida Building Code, and applicable standards of construction, maintenance, safety, and environmental protection. Attends meetings and conferences concerned with code enforcement.

May investigate and follows-up on code complaints; prepares code enforcement cases and brings to Code Enforcement Board; prepares documents and presents to the Unsafe Structures Board.

Prepares or directs the preparation of complaints for legal action against violators of building codes and related regulations. Confers or corresponds with architects, building owners, the general public, and contractors concerning questions about structural, electrical, plumbing and mechanical codes and regulations; recommends changes in codes and regulations.

May coordinate bidding for homes to be boarded-up; keeps accurate records of inspections; interacts with homeowners and homeowners’ associations to develop compliance in enforcement issues.

Plans organizes, and supervises plumbing inspection programs and activities. Supervises the preparation and maintenance of necessary records and reports.

Directs the work of subordinates engaged in the plumbing related building construction inspections or code enforcement modifications; confers with inspectors on work problems; occasionally accompanies inspectors to review unusual problems and to provide assistance.

Coordinates the routing of inspections and plans review in the cities/county; provides building official supervision; attends and leads meetings with contractors, designers, and home owners.

Performs building code plumbing inspections for code compliance; inspects work and job sites for code compliance; inputs data and information into the computer system for permits and the creation of permits.

Supervises and participates in the checking of building plans and engineering calculations, interprets policies, governing codes, and regulations to employees.

Checks on the performance and accuracy of the work performed by subordinate employees; reviews and approves subordinate employees’ time sheets, approves requested leave slips, prepares payroll, and conducts performance evaluations on subordinate employees.

Interprets code for workers and customers; interprets and enforces the current standards; fields all questions and or complaints from the public, contractors, engineers, and architects; follows up on inspections and plan reviews on various occasions; holds and attends building code meetings.

Performs related work as assigned.
