The North Carolina Department of Adult Corrections is seeking applicants for a Budget Analyst III in the DAC Administration/Budget and Analysis section.

The primary purpose of this position is to provide budget and analysis support to the various divisions within the Department. This position is responsible for monitoring, maintaining, and providing budgeting and financial accountability for all the capital improvement project budgets as well as any assigned operational budgets. This includes the interpretation of budget procedures and policies while working with Program and Project Managers and the Engineering division to detect any discrepancies or noncompliance if it exists and present to budget management.

Other responsibilities include:

  • Budgeting functions for all Capital Improvement projects for the Department of Adult Correction.
  • Carefully interpreting the guidelines for utilizing state and federal funds to ensure regulatory compliance.
  • Verifying that all assigned budget funds are properly budgeted to the detail account level.
  • Monitoring the budgets for employee salaries and benefits and contracts for assigned funds.
  • Attending training as needed.
  • Special projects assigned to him/her by the supervisor, Budget Director, or Agency Management.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated knowledge of the principles and practices of public administration of governmental budgeting and accounting.
  • Demonstrated knowledge of the financial structure, accounting and budgeting system and financial policies and procedures of the State of North Carolina.
  • Considerable knowledge of the executive, legislative, and political structures of North Carolina.
  • Documented ability in establishing and maintaining effective working relationships with high level agency officials, officials of state level offices and agencies, legislators, and the general public.
  • Documented analytical skills and abilities involving program financial analysis and evaluation.
  • Demonstrated ability to communicate effectively both orally and in writing with all levels of staff.
  • Demonstrated ability to work independently with minimal supervisory input, recognize and solve problems on a proactive basis.

Minimum Education and Experience Requirements
Bachelor s degree in business administration, public administration, accounting or related field from an accredited institution and five years of experience preferably in governmental accounting on budgeting, including one year in advanced and responsible analyst or administrative capacity or an equivalent combination of education and experience.

Pay: $58,294.00 - $102,015.00 per year
