This temporary position is located in Raleigh - Wake County.


Job Order Hourly Rate of Pay: $45.00 (Based on education and/or years of relevant work experience reflected on the application).

This position will recruit for multiple vacancies (15704 & 15705)

This temporary position will be assigned to the Department of Health and Human Services. This position is located at 820 S. Boylan Avenue, Raleigh, NC 27603.

This position will design and perform analyses that support and promote actionable health equity initiatives. Responsibilities include data management, data wrangling, data analysis, and presentation and reporting on findings. Perform data integration and analytics and create and execute analysis protocols for internal and external collaborative projects. A successful candidate will have experience analyzing health data for evidence of differences in outcomes and occurrences to inform resource allocation, policy change, and/or healthcare guidelines. The individual must be able to interpret data, analyze results using statistically rigorous analytic techniques, provide ongoing reports, effectively present findings, and share expertise that drives innovative health policies and processes. The individual must possess the ability to carry out technical work in consultation with colleagues across DHHS.

Knowledge, Skills and Abilities / Competencies

  • Working knowledge in the area of application development and system integration.
  • Thorough knowledge of assigned data and the use of its systems via developing test plans/scenarios.
  • Skilled in enterprise systems and familiarity with best business practices related to systems
  • Working knowledge of security protocols for systems utilized.
  • Working knowledge of the current architecture of systems and information to troubleshoot problems.
  • Working knowledge of the business functions and system needs of the unit to develop working specifications for software application solutions.
  • Ability to manage timelines, financial resources, and the activities of others to achieve success and monitor project progress and provide updates to managers.
  • Experience in the entire development process including specification, workflow analysis, workflow diagrams, data modeling, documentation, and quality assurance.
  • Coordinate and direct computer systems and application design and development.
  • Experience in assessing user needs through discussions with customers conveying technical information to clients and promoting understanding of relevant issues.

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT-related field from an appropriately accredited institution or

Associate degree in computer science or an IT-related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development or

High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.
