Job Summary


As the Application and Data Support Specialist, you will provide MNIT DOT application and data support services for commercial-off-the-shelf (COTS) and custom-built per the priorities set by the supervisor. You will be responsible for collaborative application and data support in a matrixed environment and has IT service owners, process owners, process managers, architects, and IT team leads that provide direction for the connected IT services. In this position, you will communicate, coordinate, deliver and/or resolve simple to complex application and data support service tasks to ensure MnDOT applications are supported per the application’s service level agreement, support model, and to the satisfaction of the MnDOT business partner.

This position is currently eligible for full-time telework:

  • Telework for Minnesota IT Services allows an employee to perform work from a remote telework location and anemployee may be required to be in the office based on business needs and other dependencies.
  • Candidates residing outside of Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) require additional review prior to telework approval upon becoming a finalist.
  • Candidates located in Minnesota, or a bordering state, do not require additional review.

Candidates must clearly demonstrate all of the following qualifications in their resume:

This position requires a minimum of three (3) years of experience in performing technical application support functions.

Experience must include the following:

  • Experience using and applying the following technologies (PL-SQL, SQL, Data Integrations, Python, C#, .NET Framework, Java, Java Script, XML, APIs using REST/Restful Services, Crystal Reports) and proven ability to learn and apply additional or emerging technologies, applications, and data sets..
  • Experience effectively and efficiently designing, creating, updating, and maintaining simple to complex SQL queries consisting of both tabular and spatial data used in applications, ETL processes, GIS products, reports, and data integrations.
  • Experience designing, developing and maintaining data migration solutions to transform existing statewide bridge data into new schemas based on business requirements and needs.
  • Demonstrated understanding of the Agile software development methodology.
  • Proven ability to gather, elicit, and validate business requirements and provide solution improvement recommendations.
  • Technical capabilities and skills to deliver complex technical solutions that meet business needs and follow MNIT standards.
  • Ability to effectively provide technical end-to-end app and data support in a large, complex technology environment.
  • Ability to effectively work with multiple IT services (applications, database, infrastructure, service desk, projects/program delivery, etc.).
  • Ability to effectively serve as a technical liaison between business, IT, and third-party vendors/contractors.
  • Ability to effectively work with contractors and vendors.
  • Ability to effectively work directly with customers to identify, define, validate and prioritize user needs and requirements.
  • Strong skills in time management (independent and team), including the ability to understand problems before delivering a solution in a complex environment.
  • Strong skills in self-motivation, servant leadership, being a team player, being inclusive, developing rapport, networking, resolving conflict and negotiating diplomatically with others.
  • Strong ability to communicate in an effective and tactful way. Able to translate technical information into plain language and vice versa.

  • A Master's degree in Information Technology or a related field substitutes for three years of experience, OR related Bachelor’s degree substitutes for two years of experience, OR related Associate’s substitutes for one year.

Preferred Qualifications

  • Experience supporting transportation-related applications/systems, particularly related to Bridges, culverts, or other related topics and data sets.
  • Experience developing solutions using Power Platform technologies such as Power Apps, Power Automate and Power BI.
  • Experience developing solutions in Azure environments.
  • High-level knowledge in GIS development and support.
  • Thorough understanding of GIS technology, including GIS concepts, cartographic principles and data development practices.
  • Thorough working knowledge of ESRI software, including programming skills and concepts.
  • Ability to review, design and consult on GIS projects that have a spatial component and/or make, use or generate new GIS modeling, databases and applications; to ensure compatibility with existing data and systems, and to make the best use of GIS resources.
  • Knowledge of MNIT’s services, standards and processes.
  • Ability to effectively research new technologies.
  • Ability to perform problem identification and requirements definition, needs assessment and business analysis.
  • Strong skills in self-motivation, being a team player, being inclusive, developing rapport, networking, resolving conflict and negotiating diplomatically with others.
