In this role, you will administer Iowa’s Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) program as an intermediary through the Health & Human Services (HHS) Division and the USDA Food & Nutrition Service.

Primary Responsibilities:

  • Interpret and ensure compliance with state and federal regulations and administrative rules,
  • Participation in on-site state and federal audits and reviews, responding accurately and timely to requests for information, developing and managing Community Based Organizations (CBO) partnerships to enhance services available.
  • Assisting with the development of budgets, analyzing budget expenditures, and coordinating with SNAP E&T leadership to ensure budget compliance.
  • Develops and reviews statistical measures and reviews or streamlines processes and procedures that enhance service delivery.
  • Promoting the SNAP E&T Program to perspective service providers and other stakeholders in designated region and assists in growing the program and increasing the numbers served and the number of successful outcomes.

Training/Technical Assistance:

  • Serves as the primary source for training and technical assistance to SNAP E&T contracted service providers of the SNAP E&T program.
  • Facilitates meetings and training sessions focused on program operation enhancement. Provides technical assistance and policy clarification. Responds to written and verbal requests from SNAP E&T service providers and other stakeholders. Creates and implements tools and guides for SNAP E&T service provision and trains all providers on policy and procedure related to the provision of services and reporting requirements
  • Effectively manage projects to ensure timely implementation of policy related to any new federal or state regulations, federal policy guidance, coordination of policy changes with SNAP E&T service providers and stakeholder partners, evaluation of labor market and participant needs to develop additional E&T components available to program participants

  • Analyzes and interprets complex material such as government laws, regulations, and procedures
  • Communicates information to peers, stakeholders, and the general public effectively, taking into account the audience and nature of the information; listens and responds appropriately.
  • Excellent communication skills, both verbal and written
  • Demonstrates initiative, commitment, and organizational skills

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;

OR
an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;
OR
current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
