The Vice President (VP) of Care provides leadership in the development and operationalization of AIDS Foundation Chicago (AFC's) services for people living with HIV/AIDS. The position is responsible for a multi-million dollar program portfolio- comprised of Ryan White and AIDS Waiver services, a provider network of 40 agencies, and a team of over 20 staff. The VP of Care leads all aspects of AFC's Care programs portfolio, providing direction for program development, budgeting, planning, implementation, quality management and priority setting for the department.

The VP works closely with public health officials, funders, community partners, clients, and other staff to create and manage this system, which includes case management, medical care, behavioral health, and other essential services. This key leader promotes coordination, cooperation, and excellent customer service as core values in working with AFC's diverse constituents.

The VP of Care serves as an AFC representative for external meetings and media inquiries as needed. The VP of Care is also a member of the senior leadership team, working with other AFC leaders to set, manage, and monitor organizational priorities, make strategic decisions, and promote agency-wide collaboration.

The salary range for this role is $100,000 to $118,000.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Departmental Leadership and Development

  • Lead departmental strategic planning and corresponding work plans to achieve AFC's Care team goals; Codevelop associated sections of AFC's Strategic Plan and Racial Equity Action Plan
  • Define strategies the department will pursue to fulfill its goals; direct proposal development, proposal submission, and the delegation of responsibilities for new and continuing initiatives
  • Oversee the departmental and multimillion-dollar programmatic budgets including state and city Ryan White and Department of Rehabilitative Services and private grants
  • Ensure the departmental protocols, procedures, and administrative functions are established and adhered to

Program Leadership

  • Ensure achievement of programmatic and financial outcomes associated with awarded grants and contracts
  • Oversee AFC's Ryan White Part A grant from the Chicago Department of Public Health and Part B grant from the Illinois Department of Public Health, including managing program activities to ensure successful achievement of program scopes, completing grant applications and reports, communicating with funders, managing budgets, and assuring overall compliance of the program
  • Oversee the Illinois Department of Human Services, Department of Rehabilitation Services AIDS Waiver program, assuring compliance and the delivery of high-quality services for this Home and Community Based Services program
  • Oversee AFC's 340B program, including recertification, policy creation and monitoring of financials
  • Provide leadership in the development of new case management models and services that people living with HIV/AIDS can access
  • Lead the Northeastern Illinois AIDS Case Management Collaborative by working with its members to develop and uphold its standard operating procedures, supporting committee work, ensuring membership, and coordinating training
  • Oversee subcontracts with partner agencies to provide services, as detailed by grant awards, and assure agencies are acting in compliance with the agreements
  • Develop and promote program policies and procedures that are responsive to the requirements of funders while responding to the needs of partner agencies and their clientele
  • Convene meetings with various care advisory committees to incorporate input from community partners and clients regarding service delivery system and, when appropriate, implement necessary recommendations and/or quality improvement initiatives
  • Oversee quality management activities of the Care program, including agency site visits, client and agency-level data, annual client satisfaction surveys, ongoing staff development trainings, and quality improvement activities

Staff Supervision

  • Lead a team of over 20 staff members including a direct service team made up of case managers, care coordinators and medical benefits staff, and an operations team made up of intake and referral staff, training and data support staff
  • Provide supervision and adequate resources to staff and/or interns
  • Provide team members with opportunities for professional and personal growth
  • Establish expectations and provide direction and consultation in meeting expectations, facilitate team meetings, and ensure departmental participation in the performance review process

Monitoring and Reporting

  • Oversee program monitoring, evaluation, and quality assurance activities
  • Ensure ongoing quality management and improvement plans are in place

Collaboration and Partnerships

  • Ensure high standards for contract compliance, including sub-contracts, with delegate agencies
  • Cultivate and maintain strong working relationships to achieve the department's goals
  • Lead the Case Management Collaborative Leadership Council, which advises AFC on Ryan White program practices and goals

Other

  • Present information to AFC board regarding Care-related programs and performance
  • Promote and uphold agency policies and procedures
  • Participate in quarterly expenditure reviews and, when necessary, make recommendations for the reallocation of funds that meet both the expectations of the funders, as well as the needs within the community
  • Support the collection of high-quality, accurate data on service utilization
  • Attend all required meetings and trainings
  • Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others
  • Protect organization's value and manage risk by keeping information confidential
  • Perform other duties as assigned

EXPERIENCE AND EDUCATION

Minimum Qualifications

  • Bachelor's degree in the Human Services field (i.e., Psychology, Sociology, Public Health, Social Work) OR 5 years of total commensurate experience in the absence of a degree
  • 3 years in a management and leadership role
  • 1 or more years writing reports
  • 3 years experience working with HIV care or similar programs and familiarity with budgeting, contracts, and funding requirements

Preferred Qualifications

  • Master's degree or higher in the Human Services field (i.e., Psychology, Sociology, Public Health, Social Work)
  • 5 or more years in a management and leadership role
  • 2 or more years experience conducting presentations and writing reports
  • 5 or more years working with HIV care programs and familiarity with budgeting, contracts, and funding requirements

The work environment is representative of that found in a general office environment. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds.) Tasks may involve extended periods of time at a keyboard or workstation and on the telephone. Some local travel may be required.
