Job Summary

As the Trainer – eLearning the incumbent will provide professional eLearning training to county tribal cash, SNAP (Supplemental Nutrition Assistance Program), and CCAP (Child Care Assistance Program) workers in Minnesota.The incumbent is responsible for research, design, coordination, development, testing, publishing, and maintenance of relevant and engaging blended training content with a focus on virtual and online learning.

The person in this position will collaborate with appropriate DHS staff through direct consultation to ensure consistency with the Department’s eLearning procedures to ensure that material meets DHS accessibility standards, and to otherwise stay current with department efforts to deliver training in this format. The individual in this position converts and formats materials which have already been designed, into the most appropriate media to fit the learning goals. The incumbent will act as an administrator for EAESD’s eLearning products.

Additional responsibilities include but are not limited to the following:

  • Design and conduct instructional programs, perform evaluations, assist in determining training priorities and designing training plans.
  • Assess, research content, design, develop, test, implement, publish, monitor and maintain learning events delivered via eLearning technologies (Adobe Captivate, Camtasia, StoryLine, etc.) and other technology software (WebEx, video, etc.) incorporating adult learning theories to facilitate learning, retention, and application of learning objectives for cash, SNAP, and the child care assistance programs to further assist in developing a competent and skilled workforce tasked with case management and program administration.
  • Provide strategic direction and leadership for the Instructional Design Training Team (EAESD) eLearning training activities.

Qualifications

Minimum Qualifications

Three (3) years of professional experience in designing and delivering web based trainings for adults.

Experience must demonstrate the following:

  • Experience working with federal and state policy, procedures, and laws
  • Ability to design, develop, manage, and deliver classroom and technology-based training
  • Knowledge and expertise with multimedia hardware and software (microphones and audio, Adobe Creative Suite, etc.), including ability to complete advanced projects from start to finish independently.
  • Understanding and experience with ADA/W3C/508 standards for accessible communication and online environments.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures
  • A strong understanding of county and tribal agency operations and case management procedures as well as a general understanding of the roles of county, tribal, state and federal agencies.
  • Experience working with the MAXIS systems
  • Experience using Storyline, Captivate, Camtasia, Adobe Premiere, Adobe Audition, or other video development software
  • Ability to collaborate effectively with various teams, communicate respectfully, and meet deadlines
  • Knowledge of adult learning theory and transfer of learning methodologies and the ability to apply them to curriculum development
  • Knowledge of child welfare systems is helpful
