Talent Development Officer

The purpose of this call is to establish a talent pool (reserve list) that may be used for the recruitment of staff when a position becomes available and will be valid until 31/12/2023. The validity of the talent pool may be extended.

Are you a dedicated HR professional who wishes to play a central role in shaping EFSA’s people development plans in line with its strategic goals?
The Talent Development Officer will work with key stakeholders to shape and design development programmes within an organisation that values continuous learning. The successful candidate will review strategy and translate it into appropriate learning & development solutions and documentation.
The Talent Development Officer will join the Human Capital Services (HUCAP) Unit, which supports EFSA in achieving its core objectives by selecting, developing, engaging and retaining the right talents in alignment with EFSA’s strategies, business needs and values. HUCAP Unit also supports transformational projects, processes and organisational changes.
Your key responsibilities
  • Lead and be responsible for the development of policies, programs and processes to support the continuous learning and career development of staff;
  • Lead transformational initiatives in the area of learning & development and team effectiveness by identifying and assessing current and future needs and designing innovative interventions and training programs;
  • Partner with stakeholders, support managers and staff to address strategic and tactical business objectives, ensuring that the skills, knowledge and competencies required for the new way of working are addressed;
  • Lead and coordinate projects and resources to design and implement learning & development solutions, continuously improving the training offer;
  • Develop and implement communication strategies to build awareness of learning programs/ initiatives available in the organisation;
  • Design engagement surveys solutions and lead their implementation and communication, in view of continuously improving the relation between EFSA and its talent populations;
  • Manage training contracts and budget.

Salary and benefits
EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal. If renewed for a second time, the contract will be for an indefinite period. More information can be found in the Notice on policy on the duration of staff contracts at EFSA.
The successful candidate will be recruited as Temporary Agent Grade AD6 with the basic salary starting from € 5.805 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.
In addition to the basic salary, EFSA offers a range of benefits:
  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.
  • Wide range of leaves (e.g. annual leave, parental leave, public holidays) and flexible working hours. Besides working in EFSA’s modern headquarter located in the heart of Parma, staff members are also offered the possibility to telework up to 50% of working time.

WHAT ARE THE SELECTION REQUIREMENTS?
You must satisfy the following requirements on the closing date for submission of your application:
I. Eligibility criteria
1. General requirements
  • Be national of a Member State of the European Union, Iceland or Norway;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by laws concerning military service;
  • Be physically fit to perform the duties linked to the post;[1]
  • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
  • Meet the character requirements for the duties involved;
2. Qualifications
A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma.[2]
3. Experience
In addition to the above, at least three (3) years of relevant and proven professional experience gained after obtaining the diploma.[3]

II. Selection criteria
The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.
1. Technical competencies
i. At least 3 years of senior professional experience in the area(s) of Learning & Development and/or Talent Management and/or HR Business Partnering, preferably gained in a multinational environment;
ii. Align subject of expertise with business strategy: Able to translate organizational strategy and priorities into learning & development solutions;
iii. Communicate information to different target audiences: Able to convey complex/technical/sensitive learning & development concepts or engagement survey results, making them understandable to the target audiences. Experience in translating those concepts into tender specifications related to learning & development procurement calls;
iv. Develop internal policies and regulations: Collaborate with stakeholders in the drafting of learning & development policies. Design procedural documentation in line with the overall learning & development policies and the legal framework;
v. Develop learning & development initiatives: Strong knowledge and track record in designing engaging learning experiences. Analyse, identify, design and develop learning & development solutions, talent analytics, impact learning. Capacity to plan, develop and manage organisational (e)–learning. Ability to stay abreast with new learning & development trends and technology (i.e. managing team from remote, digital learning solutions). Experience in developing and managing content in digital solutions, preferably Oracle HCM (Taleo & Fusion). Experience in the area of scientific training and knowledge management;
vi. Manage human resources: Able to coordinate resources to deliver successfully. Able to analyse competencies or engagement gaps in a quantitative and qualitative way, comparing the current capabilities with the level of competencies or engagement needs required to meet the strategic objectives of the organisation;
vii. Manage projects: Competent and experienced in project management with a preference on agile methodologies. Strong experience in managing complex learning or HR projects with an impact on organisational effectiveness.
2. Behavioural competencies
