Salary: $70,000- $80,000 per year

Description:

The primary responsibility of the position is the development and delivery of work products for the West Central Ohio Rural Transportation Planning Organization (WORPO) through coordination with LACRPC staff, ODOT, County Engineers, Mobility Managers, transit providers, and other rural transportation and mobility stakeholders. The Senior Planner works independently or as part of a team with supervision from the Director.

Examples of Duties:

• Prepare and maintain the West Central Ohio Rural Transportation Planning Organization (WORPO) Transportation Plan (CTP)

1. Assist in the preparation of population and employment and projections

2. Prepare data on existing and future conditions of the transportation system

3. Review state and local transportation planning activities to identify candidate projects for the CTP

4. Evaluate projects for inclusion in the CTP

5. Develop strategies and projects included in the CTP

6. Coordinate with others in the department and agency as needed to complete the CTP

• Support the development of other specific planning studies as identified in the annual Planning Work Program (PWP)

• Participate in ODOT led highway related special studies. Provide summaries to other staff, board and committees. Provide WORPO comments to ODOT on their studies

• Monitor federal and state regulations to ensure compliance and consistency of the WORPO Transportation Improvement Program (TIP)

• Coordinate with agency departments, ODOT, and WCORTPO members to assemble projects for the WORPO TIP

• Assist in project tracking and development of data needed for the WORPO TIP

• Development of the draft and final WORPO TIP document in accordance with the ODOT schedule

• Assist with the solicitation and project selection process for awarding WORPO-dedicated funding

• Assist members in obtaining and utilizing transportation funds including state, federal and innovative funding programs

• Liaise with ODOT and ensure WORPO meets all ODOT requirements

• Prepare Planning Work Program (PWP)

• Maintain list of WORPO committee and county subcommittee members

• Schedule WORPO and county subcommittee meetings

• Prepare agendas, minutes, communications, and presentations for meetings

• Assist other agency staff with the completion and delivery of transportation planning products and services

• Assist WORPO members with special requests

• Assist other agency staff with the attraction and retention of WORPO/LACRPC membership

• Prepares research, planning reports, and summaries

· Presents reports and represents LACRPC in a non-policymaking capacity to government officials, citizen groups, professional organizations, etc. Represents LACRPC in various public forums including public involvement meetings, and inter-agency coordination meetings

· Maintains working knowledge of federal and state guidelines

Required Knowledge and Skills:

· The applicant should have a sound knowledge of the theory, principles, and methods of urban/regional planning

· Show a sound knowledge of research methods in population, land use, transportation, housing, etc.

· Must possess the ability to write and speak effectively on planning and have a good knowledge of federal and state funding programs

· The applicant should also have the ability to organize documents with only minimal supervision and be able to supervise other staff members in carrying out planning work

· Thorough knowledge of federal and state requirements governing MPO agencies is preferred

· The Senior Planner must possess the ability to work harmoniously with staff, Commission members, and the general public
