This is a non-merit position with the Iowa Veterans Home. Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.

The Iowa Veterans Home (IVH) in Marshalltown Iowa is a 400-bed long-term care facility for veterans and their spouses operated by the State of Iowa with multiple levels of care.

The Iowa Veterans Home is looking to add another team member, a Public Service Manager 2 to the organization. This individual will oversee the departments as listed, Human Resources, Food Services, Education, and Training.

This dynamic position is one that requires strong and effective leadership of multiple teams. Applicant must maintain effective relationships, positive communication skills, as well as responding to objectives within the organization. State of Iowa Dietetic licensure is required for this position. Candidate must be rehearsed in required Human Resource duties, new staff recruitment details, oversight, as well as work within the Food Service Department, and collaborate with other departments on State and Federal regulations for named departments within the application. Applicant will assist the Iowa Department of Veterans Affairs, the Iowa Veterans Home, and regularly consult with the Department of Administrative Services.

Under the Centers for Medicare and Medicaid Services (CMS’s) new vaccine mandate for healthcare workers (published on November 5, 2021 and affirmed by the United States Supreme Court on January 13, 2022), all potential employees of this facility must have received, at a minimum, the first dose of a primary series or a single dose vaccine OR have an approved religious or medical exemption (as determined by the Iowa Veterans Home) OR have documentation reflecting a temporary delay in vaccination (as determined by the agency in accordance with CDC allowances), prior to the start date. Candidates shall coordinate with agency staff to ensure all requirements are met before the individual provides any care, treatment, or other services for the facility and/or its residents.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
