Class Title: Public Health Navigator & Job Code Number: 20-C-195
Communications Specialist
Established: March 24, 2023 Bargaining Unit: Exempt

GENERAL STATEMENT OF DUTIES:
Works and assists individuals, families and organizations in accessing and navigating available resources to address environmental health, the social and economic determinants of health and emerging public health threats. In addition, they also provide expertise and consultation in crafting inclusive internal and external print, online and in-person informational and educational materials.

SUPERVISION RECEIVED:
Works under the supervision of the Public Health Manager who assigns work and reviews work for conformance with required standards. Works under the Lead Public Health
Navigator as required.

SUPERVISION EXERCISED:
May coordinate and manage volunteers for specific projects or events.

DUTIES AND RESPONSIBILITIES:
1. Identifies Flint-area families who qualify for economic, housing, healthcare or other assistance, with special focus on ensuring health equity.
2. Identifies gaps in services and advocates for improvement especially among underrepresented groups.
3. Builds community cohesion by participating in, assisting in the planning of, and promoting positive community events and opportunities.
4. Assists families in enrolling and maintaining enrollment in medical and social service programs, providing input, and assisting with implementing programmatic changes to reach vulnerable populations.

5. Provides input into data collection tools and systems to promote maximum inclusion.
6. Attends community meetings, outreach, and networking events to gather and share information, representing the City of Flint’s Office of Public Health with professionalism while adhering to their core values.

7. Assists the Water Department with collecting samples, in compliance with the Lead and
Copper Rule, and responds to abnormal results with education and resources.

8. Assists the Office of Public Health staff, Chief Resilience Office and other City of Flint
Administration staff in planning and implementing city-wide programs and events pertaining to public health, providing input on accessibility, safety, and other inclusion activities/criteria.

9. Adheres to all government, grant and internal reporting requirements.
10. Researches and participates in professional development activities related to public health core competencies, making recommendations focused on diversity, equity and inclusion.
11. Creates content, makes updates and ensures the accessibility of the Office of Public

Health’s webpage.
12. Participates and assists in the creation and recommendation of tracking systems for the division.

13. Assists the Public Health Manager with identifying opportunities and writing proposals for funding.

14. Works collaboratively with the Communications Director on projects as needed.
15. Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
1. Competent in Microsoft Office computer applications including Word, Excel and

PowerPoint.
2. Maintains a high level of confidentiality and cultural competency.
3. Ability to work well individually and on a team.
4. Must be passionate, motivated and a self-starter.

MINIMUM ENTRANCE REQUIREMENTS:
1. High School Diploma or GED required. Associate’s degree in Social Work, Human

Services or a related field preferred.
2. Six (6) months of professional communications experience.
3. Valid Michigan driver’s license.
4. Must complete Public Health Navigator onboarding training within six (6) months of hire.
5. Extensive knowledge of the Flint Community preferred.
6. Fluent in American Sign Language, and/or Spanish preferred.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to stand, sit, walk, talk and hear; use hands to operate technical equipment and/or instruct others with the use of models or other manipulatives. The employee is required to communicate, receive, process and share information. The employee is required to occasionally lift and/or move up to 10 pounds.
Ability to meet travel requirements of the job and occasional long-distance travel may be required.
