Project Overview:

Thacker Pass is the largest known lithium resource in the United States and the next large-scale lithium mine. The project has all permits required to commence construction, which is expected to start in 2023. Engineering design and procurement of long-lead equipment is underway, with early works being coordinated.

This project falls under the Lithium Americas umbrella of Lithium Nevada Corporation (LNC). Project site is located ~3 hours northeast of Reno at the southern end of the McDermitt Caldera in Humboldt County, NV, and ~25 miles from the Nevada-Oregon border (or ~1 hour northwest of Winnemucca, NV).

The Project will be developed as an open-pit mining operation using conventional, continuous mining equipment. Given the soft, clay nature of the deposit, minimal blasting and crushing is anticipated. The ore will then be processed in a leaching circuit using sulfuric acid to liberate the lithium from the claystone. Following the leaching process, the lithium bearing solution will be purified using crystallizers and reagents to produce battery-quality Li2CO3.

The Thacker Pass site has a flat and expansive terrain which allows for a very compact footprint and for future potential expansions.

Bechtel will have responsibility for the full EPC/EPCM scope.

Position Summary:

Assigned to the Construction organization as the Project Field Engineer (PFE). Responsible for the organization and direction of construction engineering personnel and activities relating to construction engineering, subcontracts, and engineering liaison to the design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to construction engineers and superintendents in a wide range of construction engineering and design functions relating to multi-discipline engineering in an area or to a single discipline on the overall project. The PFE reports directly to the Site Manager and is responsible for all Field Engineering activities for the project.

Responsibilities:

• Manages all field engineering process and procedures to ensure project, codes, and corporate compliance.
• Assists in the development of the Field Engineering organizational.
• Performs all delegated personnel evaluations for field engineering and support staff.
• Ensures that field engineering and support staff are developing skill sets that align with Bechtel’s and the individual’s career goal.
• Ensures procedures align with Bechtel functional requirements and coordinates functional approvals.
• Leads the planning and execution of Site Surveys for the Construction function.
• Generates site specific procedures as required to assure construction operations conform to engineering design and specifications and unique customer or regulatory requirements as applicable.
• Responsible for the day-to-day management of the Construction Work Package process to ensure timely deliverables (material, inspection records, packages, etc.) to field personnel.
• Responsible for the day-to-day management of the Field Engineering inspection process.
• Provides day to day oversight of the Construction Field Change/ Non-Conformance process and performs trend analysis on a periodic basis.
• Ensures the timely execution of the Quantity Reporting program within the Construction function including control and reporting of weekly construction quantities.
• Oversees the Quality issues for Construction including the creation/closure of corrective action plans
• Helps coordinate and manage the field engineering turnover process and deliverables with the Start Up in preparation for system turnovers.
• Prepares and executes site mobilization and demobilization plans.
• Directs the design of temporary construction facilities as required.
• Maintains the temporary utilities site plans.
• Coordinates and monitors the interfacing between the construction automation plan and the project controls program at the jobsite.
• Directs preparation of cost estimates for construction activities and coordinates the preparation of cost reports, forecast and progress reports. Reviews and provides input to project controls documents on progress relating to cost and schedule.
• Develops and ensures the implementation of the project construction procedures from the Standard Work Process Procedures (SWPPs). Coordinates any deviations from SWPPs.
• Directs the preparation of requisitions for field procured materials, material substitution, services and equipment and approves requisitions
• Reviews material receiving reports and warehousing to assure delivery of correct materials.
• Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs are fully utilized
• Administers major subcontract changes and represents the company in major contractual discussions and negotiations.
• Performs employee reviews for subordinate personnel and assists in their development. Ensures that subordinate personnel receive progressive training.
• Assesses needs and develops Field Engineering Training Plan for the project.
• Reviews and provides input to the project staffing plan for construction engineers and associated personnel.
• Supervise operations and compliance of the field document control department
• Validate and audit (discipline) construction quantities for Quantity Unit Rate Report (QURR) tracking
• Work with customer’s and Specialist Project Engineers and resident engineering and operating personnel to coordinate construction activities

Qualifications and Skills:

Basic Qualifications:

• A recognized degree in an engineering or scientific discipline from an accredited university, with a minimum of 15 years relevant work experience or Specialized courses in construction technology and management, and/or prior practical work experience leading to a thorough understanding of the knowledge described above, with a minimum of 20 years relevant work experience
• Extensive background in industrial construction projects, managing staff, providing leadership, maintaining good client relationships, and developing talent within the project
• Knowledge of EPC and EPCM Project Execution. Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge of the use of subcontracts.

Minimum Qualifications:

• Must be computer-literate in word processing, spreadsheet and database applications.
• Must be familiar and experienced working with Bechtel's SWPPs and with current industry quality standards
• Basic ability to utilize the TeamWorks automation suite as the Bechtel Standard Application Programs (BSAPs)
• Demonstrated leadership in a team-based environment.
• Self-starter, highly motivated, and able to work well in a team environment.
• Must be proficient in work process development and implementation.
• Must be proficient in cost and schedule analysis.
• Must have knowledge of most phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.

Preferred Qualifications:

• Proficient in planning breakdown structure for and writing construction work packages to Bechtel SWPPs, IWPPs, or other equivalent process.
• Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, Advanced Work Packaging (AWP), and/or DSCS
• Prior construction experience as a Deputy Project Field Engineer, Area Field Engineer, or Discipline Lead Field Engineer.
• Knowledge of the phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
