Improving the Rule of Law and Access to Justice for All Project aims to strengthen the national rule of law system to better serve the most vulnerable communities, foster crisis prevention, social coherence, and socio-economic resilience in Georgia. The initiative proposed by the United Nations Development Programme (UNDP) will be implemented in partnership with the UN High Commissioner for Refugees (UNHCR), the UN Women and the Office of the UN High Commissioner for Human Rights (OHCHR), national government, and non-governmental organizations, as well as in regional cooperation with Armenia, Moldova, and Ukraine and in coordination with the German Embassy in Tbilisi. The initiative will focus on improving access, accountability, and transparency of the justice system with special emphasis on inclusivity and gender equality. The initiative will also focus on crisis management through the social and economic resilience of local communities, including refugees with special focus on Ukrainian nationals residing in Georgia.

The project has three objectives:

Objective 1: Capacities of the national rule of law institutions strengthened to deliver accountable, effective and equitable justice services for all
Objective 2: Measures in place and implemented in the national rule of law system for the crisis management and socio-economic resilience of the most vulnerable groups, including Ukrainian nationals residing in Georgia
Objective 3: Regional cooperation strengthened to share experience on the rule of law and transitional justice in post-conflict societies in Armenia, Georgia, Moldova, and Ukraine

The project contributes to Outcome 1 of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025. The project also contributes to all three outputs of the given outcome.

Outcome 1: By 2025, all people in Georgia enjoy improved good governance, more open, resilient and accountable institutions, rule of law, equal access to justice, human rights, and increased representation and participation of women in decision-making.
Duties and Responsibilities

The Project Analyst (Rule of Law) is expected to support activities related to rule of law and access to justice, including improving access, accountability, and transparency of the justice system with special emphasis on inclusivity and gender equality.

Specific responsibilities will include:

Policy support on Rule of Law:

Support results-based project design and delivery by providing policy and advisory input in the field of the rule of law and access to justice
Support the initial assessment of relevant capacities and regulatory framework gaps within the Georgian rule of law system
Design and support the implementation of capacity-building interventions for the rule of law institutions
Monitor and analyse developments in the field of rule of law in Georgia
Support national and international experts/consultants as may be required.

Project management support:

Support the implementation of project activities on rule of law including in partnership with judiciary and other external partners
Contribute to the project’s knowledge management, strategic communications, visibility and partnership development efforts
Support the production of timely and high-quality reporting against work plans and agreed objectives
In partnership with the Monitoring and Implementation Officer contribute to the design and operation of the monitoring and evaluation system
Articulate and provide support for other project activities to ensure the consistency of the project implementation.

In the UNDP context, this skill includes, amongst other things, proactive seeking of information in anticipation of the different angles that any given issue may present.

Required Skills and Experience
Education:

Master’s degree in law, public Administration or related fields.
Bachelor’s degree with additional 2 years of relevant experience will be taken into consideration in lieu of Master’s degree.

Experience:

Minimum 2 years (with Master's degree) or 4 years (with Bachelor's degree) of experience in the field related to rule of law and justice.

Required Skills:

Ability to interact, communicate and negotiate agreements with government agencies;
Ability to develop and maintain links with external and internal agents;
Collaboration and partnership building;
Good understanding of the rule of law system in Georgia;
Experience in results-based project management ;
Ability to generate synergy and consensus guidance to achieve project results;

Strong drafting, presentation and reporting skills in English and Georgian.

Desired Skills:

Previous work experience on or in the rule of law system of Georgia;
Experience of effective implementation of multi-stakeholder project activities;
Experience of working in an international organization.

Languages:

Fluency in English and Georgian (written and spoken).

Institutional Arrangement

The Project Analyst (Rule of Law) will work under the supervision and guidance of the Project Manager.
