HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion—the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Development leads the agency’s effort to create and preserve affordable housing as a critical part of the Mayor’s Blueprint for Housing and Homelessness, in collaboration with other HPD offices and other city, state and federal agencies. The Office of Development is comprised of eight divisions that administer a range of programs. These divisions include the following:
  • Division of Building & Land Development Services (BLDS)
  • Division of Housing Incentives
  • Division of Compliance and Enforcement
  • Division of New Construction Finance
  • Division of Preservation Finance
  • Division of Homeownership Opportunities and Preservation
  • Division of Special Needs Housing
  • Division of Portfolio Management and Conversions

The Division of Portfolio Management and Conversions coordinates the conversion of construction loans to permanent financing as part of the City’s ambitious Blueprint for Housing and Homelessness housing plan. This involves managing due diligence requirements, establishing new rent stabilized rents, preparing initial Section 8 rental assistance assessments, and other tasks. The Director will directly oversee and supervise a team of 10-20+ staff.

Your Impact:

As the Director for the Division, you will help create the vision and provide the leadership and day-to-day management needed to improve the overall productivity and work quality of a unit that is undergoing a significant increase in work volume while transforming the way it does business. This work involves multiple internal and external partners, including developers, tenants, and lenders, and may also involve coordination of rental subsidies, rent increases or resolution of issues related to housing code, legal, underwriting and/or other issues. The ability to prioritize, track, shepherd, and trouble-shoot a complex workload and effectively galvanize team members and stakeholders within tight deadlines is critical.

Your Role:

The Director will be responsible for improving the overall productivity and work quality of the unit, developing and systematizing best practice standards, and ensuring optimal quality control, transparency and efficiency.

Your Responsibilities:

Responsibilities include standardizing and documenting procedures, creating and implementing reporting and other management tools, training staff, trouble-shooting complex, multi-stakeholder projects, improving communications templates, exploring technological solutions, and strengthening relationships with internal and external partners. In addition to proactively managing the unit’s workload, anticipating and resolving operational, policy, procedural and staff issues, and consistently producing measurable results, the Director will also manage and analyze the future workload data to plan, prioritize and allocate resources accordingly. The Director of Portfolio Management and Conversions will also collaborate with the Director of Special Projects & Workouts on various initiatives and will also work on other special projects as needed.

***PLEASE NOTE: To be considered for this position, candidates must be permanent in the Associate Housing Development Specialist title or another comparable Civil Service title, or have filed to take the upcoming Open-Competitive or Promotional Associate Housing Development Specialist Exam (Exam #3053 or Exam# 3514).

If you are hired provisionally in the Associate Housing Development Specialist title, you must take and pass the Civil Service exam when it becomes available, to be eligible for continued employment.***

Minimum Qual Requirements

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

  • Ability to work well in a fast-paced environment with multiple stakeholders and priorities
  • Familiarity with NYC government, knowledge of housing development/lending, Section 8/rental subsidies, and/or knowledge of HPD development programs
  • Real estate development, law, finance, project management or related experience a plus
  • Excellent MS Word, MS Excel, MS PowerPoint and MS Outlook skills
