JOB SUMMARY

The incumbent, under the guidance of the Director of Development Services and Senior Planners, assists in the administration and enforcement of the Unified Development Ordinance and other city ordinances. The incumbent also provides support services as required.

ESSENTIAL DUTIES/RESPONSIBILITIES

Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.

1. Assist in preparing Planning Commission packages including reports, maps, photography, and related field work.

2. Review sign permit applications for code compliance and perform related field inspections, enforcement and reports.

3. Convey requirements of the Unified Development Ordinance and the Fort Smith Municipal Code for the public.

4. Manage and review applications for mobile food trucks. Perform related field inspections enforcement and reports.

5. Receive requests for property inspections and complaints and conduct property inspections to insure city ordinances and codes are being met.

6. Conduct enforcement of zoning and development code violations as required (examples include: businesses operating in an incorrect zoning district, some animal enforcement including chickens and large animals, and other violations of the municipal codes).

7. Review business license registration applications for compliance to the Unified Development Ordinance and other city ordinances. Coordinate reviews with other city departments. Ability to explain all code and ordinance requirements to citizens.

8. Perform inspections of new and existing developments for compliance with approved construction plans and City codes and ordinances (examples include: landscaping, design guidelines, and other design elements).

9. Review home-based business applications which includes site investigations and record keeping.

11. Capable of understanding and explaining the City’s development standards and assisting citizens with business license applications and development plans. Serve as assigned planner of the day with the responsibility to answer all questions from citizen walk-ins or phone calls.

12. Maintain database for both outdoor advertising signs and mobile food vendors.

13. Must post small signs in the ground at a variety of locations.

14. Provide support to neighborhood association.

QUALIFICATION REQUIREMENTS

Minimum Qualifications

· High School diploma or GED

· Three (3) years of experience in municipal government, planning, engineering, building inspection, plans review or related field

Preferred Qualifications

· Bachelor’s degree in a related field such as business, engineering, planning, etc.

· Five (5) years of experience in municipal government, planning, engineering, building inspection, plans review or related field

OTHER SKILLS AND ABILITIES

  • The incumbent must have excellent verbal and written communication, organizational, and interpersonal skills.
  • Problem solving and analytical ability are required to perform the duties of this position.
  • The incumbent must also possess knowledge of computer systems and associated software and have knowledge of modern office practices, procedures, equipment (examples include: PC, copier, scanner and printer) and associated software (examples include: AutoCad, Excel, Word, PowerPoint, Picasa, Outlook, GIS, etc.).

While performing the duties of this job, the employee must occasionally stand, walk, talk and hear. Frequently sit, use hands to handle objects, and reach with hands and arms. The incumbent must also stoop, kneel and crouch. Specific vision abilities required by this job include close, distance and color vision. The ability to adjust focus and depth perception is also required.

The employee is occasionally required to lift up 50 pounds.
