The Work You Will Do: The Employment Program Specialist is a member of the RA Appeals Clerk’s Office under the Division of Workforce Services. You will have the opportunity to work within a team assisting parties who disagree with determinations and decisions.

Your Specific Responsibilities:

The Employment Program Specialist will direct the preparation of letters, e-mails, reports, and statistical data in response to inquiries about the Appeals application processes. Assist the OMC Manager and Process Manager in performing reviews, statistical analysis or compiling and presenting information about the Office of Appeals and other duties required.


This position is responsible for handling intake of appeals documents and correspondence, including examining, researching, and docketing appeal requests, handling customer service tasks as well as general office procedures such as scanning, printing, and handling telephone calls. This position ensures appeals documents are added to the case system or other appeal databases, and/or routes documents to the appropriate unit or person for handling. Examines, analyzes, and reviews complex appeals to determine whether an appeal meets criteria and should be docketed or returned for additional action.


Incoming telephone calls from claimants, employers, accountants, attorneys, and other parties at interest will be referred to this employee for action when assistance is needed above the knowledge and expertise of the employee receiving the telephone call.


Judgement must be used to assist and advise in unusual or irregular appeals. It is often necessary to search for documents needed for a case file. It is also necessary to request copies of warrants and claim certifications, as well as locate and print pertinent information from the computer to prepare a complete case record.


Examine, analyze, and review complex appeals to determine whether an appeal meets criteria and should proceed or be returned for additional action.


Maintains a broad knowledge of federal appeals criteria. Is responsible for reviewing and docketing tax liability and rate cases for special deputy hearings.

Prepares reports and data analysis requested by the Bureau Chief of Appeals, the OMC Manager, or Benefits Program Supervisor/Analyst. Assists in the quarterly federal review as directed.


Required Knowledge, Skills, and Abilities:

  • Knowledge of Reemployment Assistance Appeals process.
  • Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures for

problem solving, research and analysis.

  • Ability to communicate effectively both verbally and in writing, including comprehension and integration of information.
  • Ability to problem-solve and be attentive to details.
  • Ability to organize and prioritize.
  • Ability to assist the public in a tactful and courteous manner.

Qualifications: As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.


Minimum:

  • A high school diploma.

Preferred:

  • At least 6 months with the Reemployment Assistance Appeals Department
  • Experience using technology in an office setting
