Job Summary


This posting will be used to fill one unlimited (year-round), full-time Assistant Park Manager position at Zippel Bay State Park near Williams, Minnesota. The position is responsible for the administration, supervision and implementation of the Department of Natural Resources’ and the Division of Parks and Trails’ programs, activities, policies and rules pertaining to the operation of Zippel Bay State Park, Franz Jevne State Park, and Garden Island State Recreation Area. This position exists to provide direct supervisory work in areas of moderate complexity in the management and operation of the state parks, and outdoor recreation and natural resources management programs. This position also assists with the management of the Big Bog State Recreation Area and all the regular operations associated with lake management and the State Recreation Areas within the work unit. The incumbent will be required to operate watercraft across a large body of water to perform regular duties located on Garden Island State Recreation Area.

Responsibilities include:

  • Personnel management: Recruit, interview, hire, direct, schedule and train employees.
  • Physical plant management: Repair, maintenance and custodial services for buildings, grounds, utilities and all other facilities.
  • Fiscal management: Management of revenue operations, budgets and purchasing of goods and services.
  • Resource management: Management of natural and cultural resources of the park.
  • Visitor services and interpretive program management: Administration of vehicle permit sales, campground operation and operation of all public facilities. Also includes administration of the park's personal and non-personal interpretive programs.
  • Enforcement and emergency services: Enforcement of all relevant rules and statutes as well as provide for emergency response to ensure visitor safety.
  • Public relations: Provide customer service/information both to park visitors and to the local community via media outlets. Implement visitor services activities and programming to increase outreach/involvement with local community interest groups.
  • Policy and planning: Setting up a unit management plan for the park and participating in Division and Department planning groups.

Hours of work and days off will vary and include regular weekends, some evening shifts, and holidays. For FLSA purposes, this position is anticipated to be Exempt-Executive for a portion of the year.

Qualifications

Minimum Qualifications

  • Associates degree in Natural Resources Management, Parks and Recreation, Business, Communications or other closely related field; and TWO YEARS of para-professional or professional experience that includes leadwork, directing staff, or managing a project with staff; or professional level work in a natural resources setting or field.

  • A Bachelor’s or advanced degree in natural resource management, parks and recreation, natural science, communications, public relations, business management, political science, public administration, social science, education, interpretation, or closely related degree may substitute for one year of the experience listed above.

  • OR Current (ONE YEAR) experience as a Natural Resources Supervisor 1 – Parks.

AND

  • Writing skills sufficient to communicate work plans, proposals and reports.

  • Oral communication skills sufficient to communicate work requirements to individuals, teams, or crews.

  • Organizational and administrative skills sufficient to organize diverse elements of work and perform tasks within administrative requirements.

  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

  • Ability to comprehend laws, rules, policies, and procedures.

  • Fiscal skills sufficient to administer a small budget, track expenditures and income.

  • Word processing skills sufficient to draft letters, memos, correspondence, etc.

  • Spreadsheet skills sufficient to create, edit and modify spreadsheets.

  • Ability to operate and maintain a variety of vehicles, shop and office equipment.

  • Experience and training in the operation of motorized watercraft.

Preferred Qualifications

  • Bachelor's degree in a Natural Resource Management Field with a Park Administration/Outdoor Recreation emphasis

  • One full year of experience in at least three of the following areas: 1- Customer service; 2- Providing work direction to staff; 3- Budget, accounting or revenue handling; 4- Management, interpretation and preservation of natural resources; 5- Building and grounds maintenance

  • DNR training and certification in the operation of watercraft.

  • Ability to obtain basic chainsaw certification within 6 months

  • Ability to obtain intermediate chainsaw certification within 12 months

  • Ability to obtain ATV-operator certification within 6 months

  • Ability to obtain a watercraft operator’s permit within 12 months

  • Ability to perform maintenance tasks such as operating tractor, plowing snow, clearing trails, and troubleshooting facility issues (plumbing, carpentry, etc.)

  • Ability to direct delivery of quality and safe visitor services

  • Problem solving skills

  • Demonstrated leadership skills

  • Ability to anticipate and resolve emerging challenges

  • Ability to manage complex and/or politically sensitive issues

  • Knowledge of natural resource principles, practices, and trends

Physical Requirements

Requires regular lifting of articles such as 50 pounds maximum and occasionally lifting of articles up to 100 pounds frequently lifting and/or carrying objects such as heavy tools and file boxes. This job will require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.
