Pay Range

$148,650 - $200,328 Annually for the SES.3 level
$178,410 - $240,384 Annually for the SES.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We are seeking National Security Systems Analysts with backgrounds in physical and life sciences, information sciences, engineering, operations research, science and technology policy analysis, or decision analytics to provide technical analysis and decision support to the Laboratory Director, Chief of Staff & Director of Strategy and Planning, senior laboratory leadership, and the broader US national security enterprise.

Systems analysis is a multidisciplinary practice that draws methodologies from operations research, decision sciences, and policy analysis to inform decisions in as broad a context as necessary by reducing complex or ambiguous problems to their component parts. As a systems analyst in the Director’s Office, you will work with Laboratory stakeholders and subject matter experts to conduct analyses and lead efforts that apply a combination of technical depth and breadth, out-of-the-box critical thinking, and rigorous analysis to provide decision support, communicate options and trade-offs, and facilitate innovative solutions in support of laboratory priorities.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Scope and conduct analyses relating to a variety of national security challenges.
  • Build cross-functional and multi-disciplinary teams to tackle complex problems.
  • Define analytic metrics and evaluative criteria for modeling and simulation or other technical analyses.
  • Identify laboratory-wide institutional risks, conduct analyses, and identify options and technical investments to mitigate risks.
  • Develop analytical frameworks and evaluate competing characteristics to determine solutions that most effectively meet customer and stakeholder objectives.
  • Identify priorities, define problems, propose analysis methodologies, collect and organize data, and write assessments in support of sponsor and other stakeholder objectives.
  • Maintain effective collaborations and working relationships with relevant laboratory and external communities.
  • Prepare and present high-quality written and referenceable assessments, briefings, and other products that communicate the findings from studies to sponsors and stakeholders.
  • Perform other duties as assigned.

Additional job responsibilities, at the SES.4 level:

  • Lead and manage supporting personnel who conduct analysis under your direct supervision.
  • Provide technical leadership, management, planning, and support of activities for special studies as directed by senior laboratory leadership.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in operations research, political science, engineering, physical science or a related field, or equivalent combination of education and significant related experience.
  • Advanced technical knowledge and/or aptitude with an ability to understand the technical basis of various types of systems under investigation.
  • Advanced analytical, problem-solving, and decision-making skills to structure analyses and develop creative solutions to complex problems.
  • Competence in one or more scientific programming languages or statistical analysis tools.
  • Science and technology or national security programmatic knowledge and/or aptitude with an ability to understand organizational structures, budgets, requirements, and risks.
  • Advanced verbal, written, and interpersonal communication skills and business acumen to collaborate effectively in a multi-disciplinary, cross-functional team environment and communicate analytic results to sponsors and stakeholders.
  • Subject matter expert elicitation skills.

Additional qualifications at the SES.4 level

  • Advanced degree in operations research, engineering, physical science, political science, or a related field, or equivalent combination of education and significant related experience.
  • Advanced experience managing projects and multi-disciplinary teams, particularly in projects with differing priorities, loosely defined deliverables, and high visibility.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external partners, and external sponsors.

Qualifications We Desire

  • Experience working with the Department of Energy, National Nuclear Security Administration, Department of Defense, Department of Homeland Security, Intelligence Community, or other government departments and agencies.
  • Advanced knowledge and significant experience in national security.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
