VINCI Construction LLC (VC LLC) is a subsidiary of VINCI Construction Grands Projets (VCGP) with its main office located in Alexandria, Virginia. We are searching for a HR Project Coordinator that will provide daily human resources and project coordination support to international employees. This position will work on-site in Norfolk, Virginia.

The scope of the company is general contracting and construction work, along with any associated services related to large, selected Design and Build projects, either public or private for which it can bring clear and strong added value. We aim to develop engineering and construction services for large infrastructure projects in various parts in the United States and provide a highly skilled and competitive professional service in the construction field.

The Project:

The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados and Flatiron has been selected to construct the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT). The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2025.

Purpose: Provide human resources and administration coordination to all expatriates (EXPATs) and trainees (VIEs) on the Project.

Principle Accountability and Responsibility:

  • Serve as a liaison for all EXPATs and VIEs on the Project.
  • Responsible for Human Resource assistance, administration and coordination of all EXPATs and VIEs on the Project.
  • Provide VCGP Finance & Administration Officer with multiple reporting requirements, as needed (e.g. EXPAT & VIE costs, budgeting, contract/ agreement renewal periods, and invoicing).
  • Manage EXPATs and VIE's new hire onboarding process to include initial mobilization, travel coordination, background screening compliance, announcements and employee data input activities for the Company and Project.
  • Coordinate and conduct new hire orientations for EXPATs and VIEs to include collection of Company and Project applications/ forms, documentation filing, and maintaining employment files confidentially.
  • Provide EXPATs and VIEs guidance on vehicles, hotel/ housing accomodations, utilities, creating USA banking accounts, USA identification documents (e.g. driver s license, SSN, etc.).
  • Provide EXPATs and VIEs with timely notices and status updates on visas (e.g. applications, renewals, expirations) and their dependents.
  • Maintain updated rental insurance, schooling data and leasing agreements for EXPATs and VIEs on the Project.
  • Ensure EXPATS and VIEs are receiving professional development opportunities (e.g. training) by collaborating with VCGP and VC LLC HR Representatives.
  • Assist with the Annual Appraisal process of EXPATs and VIEs on the Project.
  • Prepare outgoing mail and correspondence, including e-mails, text messages and instant messaging.
  • Build and maintain relationships with management, partners and employees
  • Provide clerical and administrative support to multiple departments.
  • Provide basic information technology support and assistance to EXPATs and VIEs on the Project.

Education and Experience:

Required:

  • Bachelor s degree in Business Administration / HR or equivalent with minimum 2 years experience; or
  • Minimum 5 years experience in human resources, office administration and project coordination
