The Position

NOTE: In an effort to ensure a safe and healthy workplace for all employees, City of Glendale has implemented a Mandatory COVID-19 Testing Policy. The Policy will require all City employees, volunteers, interns, and new hires to test for COVID-19 on a weekly basis unless they provide proof of having received their single dose of a one-dose COVID-19 vaccine regimen or the second dose of a two-dose COVID-19 vaccine regimen. This Policy is currently suspended but may be reimplemented depending on the circumstances.

The City of Glendale is currently accepting applications for an Hourly City Worker to work in the Neighborhood Services Division of the Community Development Department.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.


Receives and responds to citizen complaints and/or requests for service.

Inspects vacant and improved properties for litter and/or substandard conditions, with particular attention given to alleys, parkways and adjacent areas.

Performs various abatement activities, including but not limited to, graffiti removal, weed abatement, and trash and debris removal.

Sweeps and cleans streets, alleys, sidewalks, vacant lots, and individual properties.

Keeps current on regulations related to code compliance, licensing and abatement issues.

Inspects neighborhoods for deterioration issues such as public and private property code violations, blight, graffiti, or other related issues.

Performs environmental and graffiti abatement activities.

Checks vacant lots for threats to public safety, and checks improved properties for littered conditions. Investigates reports of illegal dumping and similar violations.

Provides customer service to the public utilizing the services of the Neighborhood Services Division of the Community Development Department.

Assists in issuing and renewing licenses, permits, and notices.

Performs physical labor work as needed.

Utilizes EnerGov database to input caseload and process information.

Assists in the maintenance of accurate documentation and case files of the Neighborhood Services Division.

Interacts with the public or internal customers in person, via email, or over the telephone, and directs them to the appropriate person or department. Responds to inquiries, provides routine information, and/or records messages. Contacts individuals in person, via email, or by telephone to obtain information, documents, or resolve discrepancies. Assists the public or other employees in understanding and filling out forms.

Interprets or explains departmental policies, procedures, regulations, and codes to the public, and directs citizens to the proper departments or persons.

Operates a variety of office equipment including copiers, facsimile machines, and computers.

Establishes and maintains traditional and automated filing systems by preparing new file folders and sorting, filing, shelving, or storing materials. Checks accuracy and completeness of information being filed.

Inputs data and prepares reports, charts, graphs, and tables using Microsoft Office or specialized computer software. May input, edit, and/or maintain information on departmental City web site.

Sorts incoming mail or packages into categories requiring a variety of handling, routing, or filing procedures. Delivers mail and interdepartmental messages in accordance with established procedures.

Compiles and copies information and sends materials in response to routine requests. Determines appropriate form letters or notices to send in response to routine requests for information or material.

Maintains inventory of office supplies. Completes forms for ordering materials or supplies and follows up on delivery of ordered materials. Maintains automated purchasing and/or employee attendance/payroll records.

Monitors petty cash funds, receives monies, makes out receipts, reconciles and balances accounts or statements, assists in budget preparation and/or performs arithmetic computations utilizing various devices, including calculators and computers.

May type or word process letters, memos, reports, agendas, minutes, forms, lists or other written material by using a personal computer.

Drives on City business as necessary.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned, or as the situation requires.

Minimum Requirements

Knowledge, Skills & Abilities
Knowledge of:
City Source and City Services Interface (CSI) basic database understanding.
Basic licensing and code enforcement.
Basic mathematical operations such as addition, subtraction, multiplication, and division.
English grammar usage, spelling, punctuation, and business vocabulary.
Standard office procedures.

Knowledge of and skill in:
Exceptional customer service practices.

Skill in:
Making independent judgments and decisions based on standard policy or procedure.
Utilizing a variety of Microsoft Office software programs, including Outlook, Excel, and PowerPoint.

Ability to:
Provide exceptional customer service to those using the Community Development Department services.

Present a courteous, professional public image to internal customers and members of the public.
Read, write, communicate effectively, and comprehend directions in English.
Word process general correspondence and reports using a personal computer and word processing software applications, including Microsoft Word.
Work in unsanitary job sites as needed.
Work outside in cold or inclement weather.

Experience
One year recent clerical or general office experience, with at least six months of hands-on customer service experience working a public counter, information desk or other service role.

Education/Training
Graduation from high school or attainment of GED or CHSPE certificate.

License(s) / Certification(s)
A valid California Class C driver's license.

Note
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.

Candidates must pass each exam component with a minimum score of 70% in order to be placed on the eligible list.
