Your Specific Responsibilities:

This is a public education/relations position for the Tobacco Free Florida in Escambia County program under the Escambia County Health Department (Escambia CHD). The Health Educator Consultant performs a wide range of duties under the limited supervision of the Health Education Program Manager - SES. The function of this position is to act as the primary Tobacco Prevention Specialist (TPS) and serve as liaison and promote the Youth and Young Adult component of the Tobacco Prevention and Cessation Program and to assist in ensuring compliance with and achievement of program goals. Travel may be required.


Tobacco Policy Coordination

Provides training and technical assistance for social norm and policy change to retailers, decision-makers in all Escambia County municipalities, employees, and community members, that includes evidence-based tobacco prevention and control strategies in line with the program’s mission, goals, and objectives


  • Tobacco Retail Licensing (TRL)- Assist in the creation of local language for TRL suggestions. Participation in quarterly technical assistance meetings, development of partnerships and education strategies for TRL change.
  • Retail Point of Sale- Conducts and oversees survey administration and data collection from retailers. Conducts compliance review of various retailers in accordance with Escambia County and City of Pensacola ordinances governing tobacco product placement, advertisement placement, and underage sales. Provides tobacco prevention and policy education to management and employees. Provide direct technical assistance for retail policy development for Escambia County, FL businesses, specifically tobacco-free policies. Primary data collection from tobacco retail establishments throughout Escambia County.
  • Community Needs Assessment- Performs community needs assessments to identify strategies for the prevention of youth tobacco acquisition at the point of sale and to develop policy to effectively reduce tobacco use and access to tobacco products and to reduce exposure to secondhand smoke
  • Marketing- Planning and promoting community education surrounding tobacco prevention at the point of sale. Creation and deployment of traditional and alternative media campaigns, media events, and social marketing projects.
  • SFMUH- Provides education on the benefits of smoke-free policy adoption and tenant cessation options. Provide direct technical assistance for smoke-free multi-unit housing, duplex and condo owners and operators. Conducts and oversees survey administration and data collection from multi-unit housing entities. Crafts tobacco-free housing policy.
  • Employer Cessation - Provides tobacco prevention and policy education to employers and employees. Provide direct technical assistance for Worksite Wellness policy development for Escambia County, FL businesses, specifically tobacco-free policies. Conducts and oversees survey administration and data collection from employers.
  • K-12 School Policies - Works with local schools and with SWAT Coordinators to plan and implement anti-tobacco activities. Represents DOH-Escambia on the Tobacco Free Task Force for the School District of Escambia County. Provide technical assistance for tobacco free grounds and employee policies. Provide cessation resources to district employees. Provide prevention education and activities for students’ district wide. Oversee the deployment of the Florida Youth Survey (FYS) in Escambia County, FL schools.
  • Tobacco Free Parks- Works with local decision-makers, city and county municipalities to develop tobacco-free policies for community outdoor spaces.

Community Partnership Building

Healthy Environments Are Tobacco-Free (HEAT) - Coordinates and maintains the local tobacco-free community partnership by organizing meetings and conducting the business and activities of the partnership. Work included the active recruitment of partnership members and facilitation of activities within the county which push forward tobacco-free initiatives and social norm change. Recruit and engage new partnerships throughout Escambia County.

Youth and Young Adult Prevention - Act as a secondary/back-up liaison for local SWAT (Student Working Against Tobacco) youth prevention program and the young adult prevention component, to include the 18-24-year-old straight to work population and 18-24-year-old college population of the statewide comprehensive Tobacco Free Florida Program. Engage young adult college students to assist in Point of Sale policy work which directly targets college/university students in Escambia County.

Community Education & Engagement - Promotes a tobacco-free lifestyle in the community. Represents the Escambia CHD and the tobacco prevention and control program on local committees, boards, and coalitions. Attends scheduled trainings as required. Assures that tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program’s mission, goals, and objectives

Community Assessment

Coordinate the survey of local housing entities and retailers to determine climate for tobacco-free policy change. Assist in the provision of technical assistance for Worksite Wellness policy development for Escambia County, FL businesses, specifically tobacco-free policies.


Tobacco Prevention Media Management

Assists in electronic media coordination (email, internet, blogs, video, and others as permitted by Escambia CHD regulations) to reach tobacco prevention program goals, specifically in the areas of Point of Sale and Partnership Building. Promotes community empowerment by increasing skills, knowledge of tobacco issues and prevention, and advocacy training.


Facilitate tobacco prevention and cessation referral program activities with the Chronic Disease Coordinator, Healthy Start, Women, Infants and Children (WIC), and other health department staff as needed. In-service/Staff Development: Participate in in-service and staff development programs related to job performance. Purchasing Card – Assigned Purchasing Card responsibilities. Purchasing – This position is responsible for the preparation of purchasing and the approval of purchasing.

Required Knowledge, Skills, and Abilities:

Strong background in health promotion with a minimum of a master’s degree in health education, marketing, or other communication discipline with an emphasis in public health. Excellent public speaking skills. Ability to engage partners and stakeholders to communicate enthusiasm for the program’s mission and achieve policy and education goals. Some experience with Adobe and/or Microsoft software products is necessary.

Knowledge of tobacco prevention and use reduction in the area of cessation, secondhand smoke, and youth prevention.

Knowledge of tobacco prevention resources.

Knowledge of coalition development.

Knowledge of evaluation methods and practices.

Knowledge of primary data collection strategies.

Knowledge of design and presentation software including Microsoft Publisher, PowerPoint, Excel, Adobe Photoshop, and Illustrator

Knowledge of methods of compiling, organizing, and analyzing data for the purpose of monitoring and evaluating.

Knowledge of instructional methods and training techniques including curriculum design principles, learning theory, group and individual teaching techniques, design of individual development plans, and test design principles.

Knowledge of media production, communication, and dissemination techniques and methods including alternative ways to inform and entertain via written, oral, and visual media.

Knowledge and training in social marketing and basic health marketing principles utilizing current strategies/tools.

Skilled in written and oral communications.

Ability to develop, plan, implement programs.

Ability to work with youth and adults.

Ability to work independently, with minimal supervision, prioritize and organize work assignments.

Ability to facilitate assignments to community members and partnership volunteers.

Ability to build and maintain partnerships.

Ability to develop all media and audiovisual materials needed for presentations to the public and for FDOH-Escambia staff.


Qualifications:

Minimum - A master’s degree in health education, public health, health promotion, or other health sciences. At least 1 to 2 years of work experience. A Valid Driver’s License.

Preferred - Certified Tobacco Treatment Specialist (CTTS) or Certified Health Education Specialist (CHES).
