Summary:
Under limited supervision, the Fleet Supervisor performs professional work in overseeing the County’s vehicle maintenance repairs and services for the Hays County Sheriff’s Office. The work involves addressing a variety of problems, and situations. The Fleet Supervisor assumes accountability for the implementation and ongoing direction of maintenance and repair of vehicles to ensure that safety standards and procedures are followed. This position affects the operation of the Sheriff’s Office, which may include the safety and well-being of Hays County employees. This position must have a strong work ethic. The Fleet Supervisor must follow directions, meet deadlines, have good attendance, be punctual, have honesty, and integrity, be free from moral turpitude, be reliable, and have a proper attitude. The employee must be available to communicate with others at all times.

Responsibilities:
  • Supervises a staff of mechanics along with evaluating and disciplining employees following established procedures and policy.
  • Consults with and advises the Bureau Captain regarding personnel matters.
  • Assures the mechanic staff is trained in specific job duties, assigns work and monitors their progress, guides and develops employees in the accomplishment of their duties and professional growth.
  • Approves leave requests, overtime assignments, and schedules.
  • Recalls employees to work in emergencies.
  • Assures the services delivered by the mechanic department are administered effectively, meeting quality and timeliness standards.
  • Verifies and monitors compliance with county, state, and federal laws and regulations.
  • Reviews literature and manuals and attends continuing education to stay current with changes in the trade of vehicle and equipment maintenance and repair.
  • Orders and picks up parts and supplies following established purchasing policies and manages the inventory.
  • Monitors vehicle maintenance budget.
  • Ensures safety standards, procedures, regulations, and guidelines are followed.
  • Ensures deadlines for tasks assigned by Chief Deputy and Bureau Captain are met in a timely manner
  • Researches, recommends, and purchases equipment for mechanics' use.
  • Performs preventative maintenance tasks, changing oil and filters, lubricating parts, and inspecting and replacing belts and hoses.
  • Establishes and updates vehicle preventative maintenance schedule manuals.
  • Manages the maintenance and repair of a variety of vehicles including electrical systems, pumps, and brake systems.
  • Maintains the maintenance and repair of other equipment including mowing equipment, 2-way radios, and emergency equipment.
  • Researches and recommends appropriate measures and actions for cost-effectiveness for the repair of vehicles.
  • Completes paperwork and arranges for the transport of wrecked vehicles or equipment to the proper garage or body shop to get bids on repair and actual repair.
  • Works with the County Purchasing Department in the event of accidents involving vehicles and equipment.
  • Welds and fabricates metal equipment.
  • Manages the disposal of tires and dirty oils.
  • Researches, recommends, purchases, and oversees the installation of emergency equipment such as light bars, sirens, two-way radios, and cages.
  • Performs and oversees body repair and painting of vehicles.
  • Prepares and keeps vehicle maintenance records on all vehicles and equipment.
  • Confirms that all vehicles have copies of liability insurance in the vehicle.
  • Requires the employee to be able to render credible testimony in any court proceeding including Justice Courts, County Courts, District Courts, and any U.S. Federal Court.
  • Performs other duties as assigned.

Knowledge Required:
  • Professional knowledge of the county, state, and federal laws and protocols related to vehicles and equipment.
  • Professional knowledge of the practices, terminology, and requirements of a wide variety of mechanics.
  • Professional knowledge of the methods, principals, and practices of vehicle maintenance repair.
  • Exceptional knowledge of Sheriff’s Office regulations, policies, and procedures.
  • Exceptional knowledge of public administration principles and practices including employee supervision and training.
  • Exceptional knowledge of the operation of power tools.
  • Exceptional knowledge of vehicle repair manuals and parts books.
  • Exceptional knowledge of radio procedure.
  • General knowledge of basic tools.

  • General skill in operating standard office equipment, such as personal computers, calculators, and telephones.
  • General organizational skills.
  • General skill in planning, assigning, and coordinating the activities of the mechanic garage.
  • General skill in expressing oneself clearly and concisely, both orally and in writing.

Education and/or Experience:
  • Any equivalent combination of experience or training may be substituted on a year-for-year basis.
  • Requires a High School Diploma or GED.
  • Requires five years of professional experience in automotive repair and maintenance including one year of supervisory experience.

Other Qualifications, Certificates, Licenses, Registrations
  • Prefer a trade certification from a trade school.
  • Vehicle A/C certification.
  • Valid Class C Texas driver’s license.
  • Ability to maintain continuing education requirements for the State of Texas.

Supervision:
  • The Fleet Supervisor is required to satisfactorily perform the above duties and will be evaluated from an overall standpoint in terms of feasibility, compatibility, and effectiveness.
  • The Fleet Supervisor assigns work, trains, offers instructions, reviews and corrects work, completes performance evaluations, and acts on disciplinary problems.

Emotional Demands:
  • This position must handle a stress level of dealing with normally cooperative coworkers and contacts within the general public and Hays County departments.
  • The Fleet Supervisor meets with contacts in an automotive garage and sometimes works in a normal office setting at Hays County facilities. The contacts are generally cooperative.

While performing the duties of this job, the employee regularly works in an automotive garage. The employee frequently travels to various locations transporting vehicles and/or equipment. The work involves everyday risks or discomforts requiring normal safety precautions typical of a garage, which includes fumes, airborne particles, and toxic or caustic chemicals. The noise level in the work environment is often loud and the employee may be required to wear protective gear. The employee may sometimes work in outside weather conditions and in roadways.
