Duties

  • Chair the Educational Subcommittee of the Inter-service Recruitment Committee (IRC).
  • Responsible for centralized management of the Department of Defense Student Training Program (STP) and Armed Services Vocational Aptitude Battery (ASVAB) Career Exploration Program (CEP).
  • Establish contacts with state legislators, area governments, prominent business leaders, retired military personnel, state-level education officials and other organizations to gain support for the Student Training Program.
  • Coordinate promotional activities with other Education Services Specialists from neighboring MEPS to improve state and/or regional marketing factors.
  • Provide interpretation of test results to students, parents, school officials and members of the education community.
  • Analyze current state and local educational programs and develop methods of marketing the Student Training Plan and maintaining its use in the schools.
  • Serve as resource consultant for all technical aspects of the Student Training Program.
  • Brief the Commander on the status and needs of the Student Training Program, to include plans and policy changes.
  • Present the ASVAB Career Exploration Program as a means of assisting students to evaluate educational and career choices both civilian and military.
  • Supervise the Test Coordinator.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be required to work an occasional Saturday and/or shift work.
  • Must be able to obtain and maintain a valid state driver's license.
  • Will routinely be required to work unscheduled overtime to accommodate fluctuations in workload based on the daily mission requirements.
  • Must be proficient in the use of current computer software, command-directed databases, and online resources.
  • Requires extensive temporary duty (TDY) travel, approximately 50%, within the MEPS area of responsibility. May be required to perform occasional overnight travel as assigned. This travel may include temporary duty lasting 1-4 days.
  • Duties take place in public and private schools, and incumbent must be eligible to conduct work in schools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). This position has a positive education requirement; you must meet all of the below requirements to be eligible for this position.
A Bachelor's Degree that includes or is supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (Note: You must attach a copy of your transcript.)
1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. (Transcripts are required with your application)

In addition to the above education requirement, you must show the specialized experience listed below:

Specialized experience: One full year of experience that includes providing information and guidance on various testing programs, such as the Armed Services Vocational Aptitude Battery (ASVAB) and Interpreting test results to give program participants feedback on vocational aptitudes; OR coordinating activities in support of educational services marketing or program plans; assisting students in evaluating both civilian and military career choices; conducting presentations on topics such as testing, career counseling, labor market, or other related educational topics; and suggesting improvements to educational program promotional and support material. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts are required with your application)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
