GENERAL DESCRIPTION: Perform high advanced (senior-level) professional administrative and policy work. Responsible for Information Technology Division (ITD) Policy development cycle. Work involves creating documents, agreements, contracts, continuity plans, and recommending revisions or changes in format, content, concept, and scope. Review statutory requirements and rule making and recommend possible DPS application and alignment; review business operations for efficiency and improvement. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Create and examine ITD policies, procedures, processes, and methods for compliance with DPS rules and State and Federal law and for efficiency and modernization. Review, distribute, and maintain ITD policies and procedures.

2. Support IT Performance Management team members with performance measures, metrics, program and project management.

3. Support ITD during legislative session; track ITD legislative mandates and progress.

4. Respond to ITD requests for analysis, technical writing review, and support.

5. Develop new and review existing comprehensive reports that present and interpret data, identifies gaps, and make recommendations.

6. Examine ways in which to incorporate and develop data-driven decision making and associated policies and procedures.

7. Research ways in which to support on-going IT-modernization.

8. Consult with employees and management in the review of existing operations and recommend the development of cost-effective and value-added processes.

9. Perform as an IT Records Management liaison ensuring ITD employees understand and follow DPS records management guidelines.

10. Review agency studies and provide summary and/or recommendations.

11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

12. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS
:

Education – Graduation from a standard senior high school or the equivalent is required. Graduation from an accredited four-year college or university with a major coursework in Business Administration, English, Education, or a related field is required.

Experience
  • Minimum of five (5) years’ experience in program development, program management governance, and program assessment;
  • Minimum of five (5) years’ experience in developing and overseeing related regulations, policies and procedures;
  • Minimum of five (5) years’ experience in developing and documenting process and procedures of programs;
  • Minimum of three (3) years’ experience financial controls, analysis or reporting;
  • Minimum of three (3) years’ experience in a coordination role.

Substitution Note: Related education of the type described may be substituted for experience on a year-for-year basis.

Licensure and/or Certification – Certified Texas Contract Developer (CTCD) and/or Certified Texas Contract Manager (CTCM) is preferred. If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Legal training in Contracts, Administrative Law, research and writing, state and federal statutes.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Knowledge of design and life cycle of forms, records, official and control documents; work analysis techniques and simplication evaluations; development of policies, procedures, code of conduct, and processes; training, teaching, program development, and management practices; business operations, management, and organizational development; and analysis, development, evaluation, and implementation of programs.

Analytical Reasoning/Attention to Detail – Committed to documents with 100% quality in spelling, grammar, formatting, and content. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule – Availability for after-hour and weekend work is required.
