POSITION OBJECTIVE
: The Director of Federal and State Programs oversees educational aspects of Federal and State programming (ESEA/ESSA Title I, Title II, Title III, Title IV) and facilitates the effective implementation, evaluation, compliance, and development of those programs.


EDUCATION & EXPERIENCE

  • Master of Arts/Science degree in education preferred.
  • Minimum of five (5) years successful principal experience preferred

Licensing Requirements:

  • Valid Arizona Administrators Certificate preferred
  • Required to pass a criminal history background check
  • Valid Arizona IVP fingerprint card


SKILLS
: (position requirements at entry):


  • Proven record of accomplishment in planning and management, ideally in a K-12 academic setting
  • Extensive knowledge of developing a budget and allocating funds to schools
  • Knowledge of creating a purchase order, procurement rules, paying an invoice, state travel regulations, and time and effort
  • Proven track record of thinking big, managing multiple priorities and successful work experience leading innovative technology initiatives
  • Professional presence and service orientation
  • Excellent interpersonal and communication skills


PERFORMANCE RESPONSIBILITIES:

  • Supports the Strategic Plan of Scottsdale Unified School District
  • Serve as a liaison between the district, agencies and institutions for the purpose of securing grant monies, including grant writing and/or technical assistance
  • Develops, writes, evaluates, submits, revises, and analyzes State and Federal projects (ESSA/ESEA Title I, II, III, IV, and supports MOWR, McKinney Vento) as related to student achievement
  • Provides assistance to directors, principals and teachers in the areas of grant funded programs goal setting, budget monitoring, use of resources, data analysis, and academic improvement planning
  • Assists the Senior Level Administration and Superintendent in planning the effective utilization of funds available to the schools through the various federal programs
  • Coordinates the development of projects to meet the needs of Title I, ELD, and homeless students

In collaboration with Teaching and Learning:

    • Develops and facilitates ongoing, differentiated professional development for ELD practitioners, general education teachers, administrators, and special service providers regarding best practices in English language development, scaffolded instruction, district initiatives, and assessment
    • Researches and coordinates the selection of ELD instructional materials.
    • Supports the process for adopting instructional materials.
    • Assists in data collection and analysis to monitor ELD programming and student academic success during and after receiving ELD services
    • Consults with administrators, principals, teachers and staff to define instructional needs, effectiveness, productivity and resources
    • Provides technical assistance to administrators in the development and implementation of LEA or site continuous improvement plans
  • Ensures equitable services are provided to private school students/teachers/families
  • Responsible for audit compliance and/or any findings regarding federal programs
  • Conduct Title I Walk Thru/Observations
  • Plans with professional staff in the utilization of funds available to the schools through the various federal programs
  • Supports classroom teachers in evidence-based instructional strategies which support language learning in core content classes
  • Keeps abreast of and informs district administration of changes in rules and regulations of the Arizona State Board of Education and state and federal laws concerning areas of responsibility
  • Assists with compliance issues, amendments and training regarding grant funded programs law and procedures
  • Provides exceptional customer service to site administrators in related areas of school operation
  • Attends all federal and state program training institutes as needed or recommended
  • Participates in the annual budget development activities for state and federal programs
  • Maintain ongoing communication with other departments including Teaching and Learning, Student Services, Directors, Coordinators, Specialists, and Coaches
  • Perform other duties as assigned
