Must have seven years of professional experience in an administrative function, three of which must have been in a supervising or managerial capacity.

College experience may be substituted for the general experience at the rate of 30 college credits for one year of experience.

Preferred qualifications: familiarity with Civil Service laws, rules, regulations, and procedures; familiarity with Human Resources concepts and practices; and experience in Labor Relations matters, such as contract negotiations, grievance and disciplinary arbitrations, improper practice charges, etc.


Duties Description

The New York State Thruway Authority's Director of Administrative Services, under the general direction of the Executive Director, is responsible for providing executive direction and management oversight of the Department of Administrative Services, which is comprised of Human Resource Management, Policy and Forms, Labor Relations and Employee Safety, Personnel, Training and Employee Development, Employee Assistance Program, Equal Employment Opportunity and Diversity Development, and Office and Building Services.

In this capacity, the incumbent is responsible for providing overall policy and program direction to Office and Bureau Heads as it relates to Department activities, formulating and approving Departmental policies, programs and procedures, ensuring that the implementation of policies and programs are carried out according to the direction of the Executive Director and/or Authority Board of Directors, and are in accord with existing Authority bylaws and other applicable regulatory processes related to Departmental functions, and ensuring that all Department programs are carried out in an efficient and effective manner.
