The Work You Will Do:

The Government Operations Consultant III is a member of the IT Administrative team of the Division of Information Technology (IT). This position of Government Operations Consultant III coordinates, drafts and assists with the annual budget of the Division of IT with input from respective units. The position monitors reports from Finance and Accounting and coordinates with the CIO’s office and staff regarding budget vs. actual and variances throughout the fiscal year.

Pay:

$45,000 – $55,000 Annually


Your Specific Responsibilities:

This position of Government Operations Consultant III coordinates drafts and creations of the annual budget of the Division of IT with input from respective units. The position monitors reports from Finance and Accounting and coordinates with CIO’s office and staff regarding budget vs. actual and variances throughout the fiscal year. The positions duties follow:

Coordinates draft and creation of annual budget with input from respective units within the Division of IT. Monitors reports from budget office and coordinates with CIO’s office and staff regarding budget vs. actual and variances during the fiscal year.

Coordinates all aspects of the IT budget including the development of a cost allocation plan; maintaining data by cost category/object codes; preparing and maintaining spreadsheets on salaries, benefits and costs by IT units; reviewing all IT purchase requisitions and IT p-card purchases to ensure that there is sufficient revenue; and assists the IT Administration Manager with the budget review with CIO or delegate as needed.

Provides the overall IT budget and related financial activities to the IT Administration Manager. Analyzes, reviews, and manages expenditures against budget authority and available revenue within the Division of IT. Identifies problems and recommends solutions to the IT Administration Manager.

Assists the IT Administration Manager in the role as the liaison for the CIO between the agency’s grant managers and the budget analyst to coordinate the budget for the Division of IT.

Develops rationale for allocating approved operating budget to the appropriate sections within the Division of IT based on analysis of historical and current data related to operating costs by major budget category. Makes recommendations to the IT Administration Manager regarding the amounts to be allocated to each category. Develops input for Legislative Budget Requests and amendments.

Handles confidential information relevant to the IT budget for potential employment issues both with DEO associates and with employers (contractors).

Checks for sufficient budget for incidental or unplanned expenses prior to purchases and, if not in the current budget, reach out to the Budget Office to see if budget can be identified to make the purchase.

Updates the CIO Budget spreadsheets as needed for additions, changes, and deletions based on the Division of IT needs.

Reconciles the monthly Finance and Accounting (F&A) Schedule of Allotment Balance (SAB) report to the CIO Budget detail spreadsheet to track expenditures that occurred during that month.


Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of the State of Florida Procurement System – MyFloridaMarketPlace (MFMP).
  • Knowledge of the Florida Accounting Information Resource (FLAIR).
  • Knowledge of fiscal policies and procedures.
  • Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts), Florida Administrative Code and policies and procedures related to contracts.
  • Advanced proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint.
  • Ability to review, analyze and evaluate financial data.
  • Ability to conduct financial management analysis.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to manage contracts.
  • Ability to prepare reports for management.
  • Effective communication, both verbal and written, with a wide range of audiences, especially communicating technical information.
  • Ability to work with cross-functional teams and staff of all levels, to include management and supervisory staff.
  • Ability to lead or facilitate group discussions and make presentations to all levels of staff groups.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
