Hiring Range: $57K - $123K/yr. (Depending on education, experience, and location)

RSI EnTech, LLC is recruiting for a Cultural Resources/NEPA Specialist who will support the Department of Energy Office of Legacy Management (DOE LM). This position will support the DOE LM through executing its cultural, historic, archeological, and environmental program and complying with federal and state laws and regulations, such as the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and others; and providing project management, technical document review, research and development analysis support, facilitation services and meeting support for all NEPA and environmental requirements. Strong communication skills, a sound understanding of required laws and processes, and creative problem-solving acumen are critical success factors. This position may require travel up to 9% of their workweek.

Primary responsibilities and essential functions:
  • Primary role and responsibility will be as a Cultural Resources Specialist, with expectation to perform NEPA documentation functions as required
  • Review and evaluate proposed actions in accordance with the NHPA and DOE NEPA regulations and other applicable environmental laws.
  • Coordinate internal reviews, final document production, and submittals.
  • Provide support to the DOE NEPA Compliance Officer and complete assigned programmatic work tasks.
  • Provide management and technical oversight of various cultural resources tasks, including archaeological investigations and reporting.
  • Oversee field survey methods, schedules, and execution, field reports, coordination and consultation with state, federal, and tribal representatives.
  • Oversee best management practice (BMP) development, implementation, and corrective measures where needed.
  • Coordinate with Project Managers on implementation of BMPs during construction and project execution, provides status reporting on BMP implementation as needed.
  • Track progress of requirements until completion and ensure schedules are updated and documents are entered into team and client document tracking systems.
  • Update team and processes based on regulation changes and agency protocols and requirements.
  • Participation on or directing project teams including subcontractors; preparing or directing staff in the preparation of technical studies and regulatory permitting documents.
  • Completes standard cultural resource forms accurately and concisely.
Work experience, skills, and capabilities needed:
  • Consultation with various State Historic Preservation Offices (SHPOs) in fulfillment of compliance requirements under Section 106 of the NHPA; consultation with various Tribal Historic Preservation Officers as well
  • Experience performing cultural resources investigations directly for federal agencies preferred Experience working on multi-disciplinary projects.
  • Prior experience participating in or leading meetings with clients and agencies.
  • Ability to synthesize archaeological data from field studies.
  • Proficiency on all aspects of compliance procedures under Section 106 of the NHPA.
  • Knowledge of federal agency implementation protocols for Section 106 compliance.
  • Ability to prepare documentation compliant with NEPA to include environmental checklists for Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
  • Experience coordinating NEPA teams and document preparation (developing schedules, resources assignments, client interaction, evaluating project scope and public interest).
Technical knowledge, certifications/licenses, and software proficiency required:

  • Working knowledge of CEQ NEPA implementing regulations
  • Proficient in Microsoft Office: Word, Excel, Outlook, PowerPoint, SharePoint etc.
  • Valid driver's license.
Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Strong Written and oral communication skills
  • Working knowledge of Natural Resources laws and requirements.
  • Prior Consulting Experience
  • Previous work with DOE is a plus.
Required Education and Years of Experience:
Bachelor's degree in Environmental Science, Anthropology, Archaeology, or related field with a minimum 10 years of Cultural Resources / NEPA experience.

Specific vision abilities required by this job include close vision and distance vision. The noise level in the work environment is usually quiet to moderate.
