The selected candidate’s work location is remote and maybe required to occasionally work at headquarters in Austin or any of the 25 TxDOT District offices located in Abilene, Amarillo, Atlanta, Austin, Beaumont, Brownwood, Bryan, Childress, Corpus Christi, Dallas, El Paso, Fort Worth, Houston, Laredo, Lubbock, Lufkin, Odessa, Paris, Pharr, San Angelo, San Antonio, Tyler, Waco, Wichita Falls or Yoakum.

Position Description


Engineer I

Performs facilities engineering work related to buildings and site development, in one or more functional areas such as planning, project development and design, and construction administration. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Issues are rarely referred to the supervisor but are handled at the occurrence. Employees at this level follow standard practices that do not require frequent supervision of details.

Engineer II

Performs highly advanced and complex facilities engineering work related to buildings and site development in one or more functional areas such as planning, project development and design, construction administration. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Engineer I

  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Monitors consultant design contracts.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Reviews, processes and certifies project design plans developed by consulting engineers.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Prepares and seals engineering construction documents for bidding.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests relative to facility construction.
  • Utilize project management principals in initiating, planning, executing, monitoring, controlling and closing for complex mechanical and/or structural engineering projects related to facility construction.
  • Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, contractors, fabricators, and local entities.
  • Performs other job responsibilities as assigned.

Engineer II-Additional Duties for Engineer II include:

  • Leads/Trains professional and administrative staff.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts

Minimum Qualifications:

Engineer I

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 4 years experience in engineering, civil engineering, (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Engineer II

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 6 years experience in engineering, civil engineering. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • TX License Prof Engr
  • Safety Impact Certificate
  • Valid Driver’s license upon hire
  • Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Planning, coordinating, and handling multiple projects within area of responsibility to meet short and long term deadlines

Physical Requirements and Working Conditions:

Engineer I/Engineer II

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Talking expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structures
