Position Overview
AITC’s Business Development organization is looking for a highly qualified and experienced Capture Manager to provide Capture, proposal support, and growth strategy support for future new business and current program expansion opportunities. This position will support the growth objectives for DoD, Army and other State, Local and Government entities throughout of the United States and OCONUS. This position reports to the Chief, Business Development Officer and will plan and support all aspects of the organization's ISO based business development/capture processes, corporate policies, objectives, and initiatives. The Capture Manager will support day to day capture activities processes and activities within the organization’s business development and corporate strategic planning functions.

Responsibilities / Duties
  • Support the Business Development process as opportunities as qualified and transitioned to capture process operations. The Capture Manager will work in partnership with Business Development managers to develop long-term strategic Business Development/Captures plan, portfolio campaign plans and support capture operations for each assigned opportunity to facilitate growth of the organization.
  • Assists in the development of capture strategies for taking business development opportunities that have made it through the identification and qualification BDR process through the proposal submission and award process.
  • Develops and maintains positive relationships with partners and ensures a cohesive and professional relationships with current and new teaming and Joint Venture partners.
  • Develops, leads and supports cross-functional Teams for Capture and Proposal development.
  • Gathers and analyzes open market, customer and competitor data while evaluating and capturing new business opportunities. Assesses potential current, adjacent and new business markets to assist company executives in strategic plan development and potential mergers and acquisitions.
  • Works with contract manager to prepare and fully execute teaming agreements with key partners that can increase the organization’s probability of win (PWin).
  • Participates in and supports the proposal manager and team in developing winning proposals.
  • Develops and presents Business Development Reviews (BDR) to validate opportunities and demonstrates the potential value of new business or expansion opportunities.
  • Manages capture operations for opportunities that make it through the qualification ISO Business Development Review (BDR) process
  • Collects and analyzes competitive intelligence information in support of Request for Information (RFI), Sources Sought Notifications (SSN) and proposal preparation in response to requests for proposals (RFPs).
Minimum Requirements
  • Bachelor’s Degree and at least 8 years of experience with a Federal Contractor, or 12 years of experience in lieu of degree.
  • Proven business development, marketing, teaming, capture, and proposal experience.
  • Formal capture manager training e.g. Shipley or other equivalent corporate level Business Development courses
  • Proficient in all Microsoft Office applications.
  • Active DoD Secret clearance or the ability to obtain an interim security clearance
  • Up to 25% travel can be expected in CONUS Eastern Region which may include OCONUS locations

Preferred skills & knowledge
  • Comprehensive knowledge of the Department of Defense, Federal Agency programs, concepts and principles.
  • Performs complex tasks following established ISO and corporate processes.
  • Extensive knowledge of the FAR/CFARS/DFARS and DoD/Army policies
  • Excellent analytical, problem-solving, and decision-making skills.
  • Management and technical skills in the areas of IT, Networking, Cybersecurity or similar domains
  • Administer established policies and procedures, provide input to departmental budgeting, strategic planning, and procedural change.
  • Former acquisition corps contracting experience as a field grade officer, DoD civilian, or Senior NCO
Physical Demands
Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
