The California Payroll Specialist II performs payroll accounting and administrative duties to support the Payroll department including setting up payroll earnings codes, tax locations, voluntary deductions, and resolving payroll issues.The California Payroll Specialist II position requires strong knowledge of California payroll laws and general accounting practices. Work consists of both routine and non-routine administrative payroll duties performed using general procedures and processes to follow, but variations in these procedures are typical. Each position in this class has specialized payroll-related tasks requiring skill to accurately audit, evaluate and analyze technical payroll activities.

MAJOR RESPONSIBILITIES/ACTIVITIES:

  • Manage workflow, prioritize responsibilities to ensure all payroll transactions are processed accurately and timely for approximately 600 hourly and salary employees.
  • Analyze payroll data, precisely enters expenses, bonuses, commission payments, with clear understanding of supplemental wage tax thresholds and regulations.
  • Prepare adjustment hours for import by consolidating hours to one Excel csv file.
  • Create pivot tables with Excel for audit and reconciliation.
  • Generate standard reports, identify and researches exceptions.
  • Enter payroll deductions and earnings codes to the employee payroll tables, as needed.
  • Process wage/salary change requests for retroactive payouts.
  • Reconcile payroll prior to transmission and validate confirmed reports.
  • Process terminations and pay out accrued unused vacation and/or PTO, according to Mistras policy and California law.
  • Recommend and participate in the development of new procedures and policies related to payroll operations.
  • Learns and develops knowledge of Mistras policies, while complying with state and federal regulations.
  • Compiles tax and payroll reports for both internal and external purpose; submits to manager for review.
  • Responsible for all aspects of the Audit Sox Reporting for assigned payrolls.
  • Year-End payroll activities including balancing and reconciling totals prior to printing W2s’.
  • Union contract implementation and processing of union payables for monthly payments.
  • Perform compliance for unclaimed property payroll checks.
  • Organize completed payroll records, print, file, and maintain on a weekly basis.
  • Work closely with the Regional HR Manger who handles the California region.
  • Special projects as they arise.
  • Subject matter expert on California payroll.

MINIMUM REQUIREMENTS:

  • 3+ years of payroll experience
  • Strong knowledge of California payroll laws is a must
  • Associate degree or equivalent training
  • Experienced with processing multi-jurisdictional payrolls
  • Thrives in a fast-paced environment, with high volume and versatility
  • Works well independently as well as with a team
  • Strong Attention to detail
  • Resolves payroll-related problems and inquires
  • Intermediate Excel skills preferred
  • CPP designation preferred but not mandatory
  • UKG experience and IFS experience a plus, but not mandatory
  • Reside on the West Coast, California preferred.
