Come Join Our Team! The North Carolina Office of State Human Resources has an opportunity for a Budget Manager professional who is seeking employment in a supportive, exciting, and vibrant environment.

The primary purpose of this position is to carry out the mission of the Office of State Human Resources through the financial management of its budget. The Budget Manager leads the management of program budgets and expenditures and approves budget revisions for accuracy and program efficiency. It monitors budgets throughout the year and conducts analyses of spending patterns to identify potential strengths and weaknesses. It must also independently troubleshoot errors and inconsistencies within the budget and provide recommendations to management for program improvements. As the Budget Manager, this position reviews and develops methodologies used in the preparation of spending forecasts, budgets, or budget projections and provides technical assistance to management.

Other key areas of responsibility are managing and tracking Lapsed Salaries and Salary Reserves including approving reallocations and/or salary increases, reviewing and interpreting laws for budgetary implications determining and communicating their impact; identifying risk and adverse issues in budget and program activities recommending solutions.

The Business Operations division provides leadership and administrative management which includes budget development and monitoring, internal audit, contract, and procurement reviews, operational and facilities management, contingency planning, administrative support services, ITS coordination, and other operational management and support services.

The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, professional Human Resources Team that is collaborative, strategic, and customer-focused and supports state government efforts to attract, retain, develop, and motivate a high-performing, diverse workforce.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of the principles and practices of public administration and accounting, budget and program analysis, and performance evaluation.
  • Knowledge of how state budgets are prepared and executed.
  • Proficiency in organizing and presenting clear oral and written reports.
  • Demonstrated skills in researching, analyzing, interpreting, and summarizing complex data and identifying findings and recommendations.
  • Ability to think critically to make connections that others miss and to use this skill to assist leadership, staff, and agencies with identifying and solving problems.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Ability to problem solving and manage projects.
  • Ability to work independently with support and supervision and exercise discretion and demonstrate integrity and maintain confidentiality and integrity.
  • Ability to transition gracefully between a variety of tasks and function effectively with ambiguity.
  • Proficiency in Microsoft Excel, PowerPoint, Word, and Outlook
Management Preferences: Governmental experience involving the executive and legislative budget processes.

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and three years of progressive related experience, two of which must have been supervisory in nature; or equivalent combination of training and experience.
