Hiring Range


The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $110,000 - $135,000.

About the Job


The Manager of the Benefits Unit is responsible for the full scope and effective oversight, management, and administration of all facets of the Benefits Unit; including oversight and compliant administration of all major Unit functional areas of responsibility; including, but not limited to: the effective full-service administration and delivery of services in the areas of disability management services, reasonable accommodations, employee benefits administration, employee health, healthcare facilitation, employee leaves administration, workers compensation administration, and employee wellness initiatives administration. Coordinates the administration of all services for assigned constituencies (staff, academic employees, and student employees as assigned) across the campus community in effective collaboration and coordination with the UC Office of the President, HR's AVC/CHRO, campus leadership, internal HR specialty units, and the campus community. Effectively manages through unit subordinate staff. Assures compliance with all UC policies, procedures, and local, state, and federal regulations, and provides effective consultation and guidance to all entities as the campus subject matter expert for the Benefits Unit's areas of responsibilities. Leads and manages with a focus on continuous improvement, metrics, productivity, and high levels of customer service with excellent client outcome experiences.

Key Responsibilities:

  • Disability Mgmt Services/Reasonable Accommodations: - Staff, Student Employees, and Academic Appointees: Responsible for effectively developing, maintaining, and managing /leading UC Merced’s disability and accommodations program for staff and academic appointees. Ensures that all applicable policies of disability and accommodations are executed within compliance with applicable policies, and state and federal laws (ADA, EEOC, DOL, FEHA, DFEA, etc.). Effectively manages and leads unit responsibilities for the interactive process (IP) and consultations directly with staff, academic appointees, departments, supervisors, internal HR partners, and other key parties (UCOP’s OGC) to ensure reasonable accommodations are implemented appropriately in a compliant manner while mitigating risk. Oversees and leads the medical separation, alternative search, return to work, and/or fitness for duty processes and ensures that employees participating or medically separated; are done so consistently and in accordance with policy/CBA, and comply with legal obligations, minimizing exposure to liability for the campus. Represents the campus as a critical subject matter expert on any process and procedures in consultation with other campus stakeholders, such as campus counsel, employee/labor relations, compliance, etc.
  • Employee Benefits Administration - Staff and Academic Appointees: Responsible for effectively administering, developing, maintaining, and managing/leading all of UC Merced’s benefits and healthcare facilitator programs/services. This includes the selection and administration of locally administered benefits (such as the EAP), Vendor partnership programs for insurance choice platforms, discounted resources, and the administration of centrally brokered benefits from the Office of the President. The Manager participates in all systemwide benefits manager events and programming (regularly scheduled conference calls, quarterly meetings, etc.) and serves as the campus’ first point of contact and collaboration regarding all areas related to the interpretation and implementation of the Affordable Care Act or Group Insurance Regulations (and/or any successor legislation). Manages development and preparation of reports and applications required by the UC System, UC Path, UC Merced local, and/or laws to be filed with appropriate agencies, such as Internal Revenue Service, Department of Labor, OSHA, EEOC, DFEH, and other regulatory agencies. Overseeing responsibility for a team of benefits professionals, the manager ensures that healthcare facilitation and benefits programming is executed consistently with Systemwide and Campus policy and procedures, such as the annual open enrollment, any program initiatives, or other efforts. Ensures the proper and effective maintenance, communication, documentation of related paperwork for clients, and issues are administrated and documented for internal audit purposes. Provides and leads effective campuswide constituency communications relative to all benefits-related topics of interest and required updates, including effective development and maintenance of vibrant user-friendly up-to-date unit webpage resource content and presence.
  • Employee Leaves Administration - Staff and Student Employees: Provides leadership, guidance, and consultation on administering, developing, and interpreting policy, procedures, and state and federal statutes surrounding employee leaves, disability, and absences. Ensures that leaves impacting employee pay are effectively and accurately coordinated with the UCPath, payroll department, supervisors, and other key stakeholders in an effective, accurate, and timely manner. Ensures the procedures, guidance, documentation, and practices are aligned with policy and/or legal regulations and maintained in compliance for internal audit purposes, and in efforts to mitigate liability risk. Represents campus as a subject matter expert responding to any legal allegations regarding EEOC, DEFA, FEHA, CRFA, FMLA, DOL, DIR, etc. claims in consultations with other stakeholders, such as campus counsel, employee/labor relations, compliance, etc. Fiduciary responsibility for programs, process improvements, and other initiatives associated with leaves and direct or indirect costs to the campus of paid and unpaid leaves.
  • Wellness Program - Staff Employees: Oversees the administration, development, and effective maintenance and management of a campus wellness program in partnership with UCOP system wellness leadership, AVC/CHRO of HR, campus leadership, Staff Assembly, and other campus stakeholders. Provides guidance to employee constituencies on wellness initiatives, programs, and opportunities that focus on staff and academic appointees' well-being such as HCN, DPP, DAAPP, fitness healthy habits, etc.
  • Workers Compensation Administration - Staff, Student Employees, and Academic Appointees: Responsible for administering, developing, maintaining, and managing UC Merced’s worker's compensation program and initiatives. This includes, but is not limited to, the establishment of standards and procedures for all matters relating to worker's compensation; managing claim investigations, settlements, and litigations, in collaboration with the AVC of HR, Campus Counsel, Risk Services, the Office of the President, and external Third-Party Administrator, resolving claims, reduce risk and limit financial obligation. Consults staff on complex cases and assists team members with case strategy and general questions. Responsible for workforce consulting, strategic planning, and mitigating risk related to programming needs, such as return to work, automating reporting tools and programs; safety training, and risk mitigation training; UC System enterprise initiatives; and other duties as assigned. Drives collaborative and effective conversation with other campus key stakeholders on campus, such as EHS, Risk Services, campus counsel, etc.

Qualifications


  • Bachelor's degree from an accredited university in Human Resources, Business Administration, Business Management, Business Law, or a related field. (Required)
  • Advanced degree from an accredited university in Business Administration, HR, or a related field. (Preferred); and
  • Five years of directly related, progressively responsible experience in an HR function, preferably in the public sector, or 9 years of education, experience, and training.

  • Possesses advanced level skills required to gather, organize and perform analysis on diverse programs and initiatives as well as to present findings and make recommendations that are significant to a department or unit, verbally and in writing.
  • Effective verbal and written communication skills; demonstrated ability to write detailed, well-organized, publishable analytical reports, procedures and/or memos; Skill in utilizing personal computers and associated MS Windows software applications (e.g., Word, Excel, PowerPoint, and Access) in the completion of assignments; and detail oriented.
  • Demonstrated skill in negotiating, exchanging ideas, information and opinions with others to formulate policies and programs and/or arrive jointly at decisions, conclusions and/or solutions.
  • Demonstrated skills in the areas of: business acumen, consulting, analysis, project management, communication, presentation, negotiation and conflict management, and problem solving while working within a matrix environment.
  • Exercise excellent judgment in responding to employee relations-related requests. The ability to deal effectively with ambiguity, recognize trends, and identify systemic approaches to solving problems in this fast moving, constantly changing environment is imperative.
  • Working knowledge of multiple human resource disciplines including employee and union relations, recruitment, performance management, federal and state respective employment laws, compensation practices, workers’ compensation, FMLA, ADA, benefit programs, and regulatory requirements.
  • Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.
