Nature of Position

The City of Alameda is seeking an experienced, dynamic, solution-oriented executive leader with strong qualifications managing real estate negotiations and transactions, and coordinating economic development, including sale and lease transactions, asset management of public land, marketing, business attraction and retention programs, and preferred knowledge of base reuse or large-scale reuse and redevelopment projects, to serve as our next Base Reuse & Economic Development Director.


OUR IDEAL CANDIDATE:

  • Possesses a four-year degree in economics, urban planning, business, public policy, or public administration or a closely related field.
  • Has a broad range of experience, including executive level management experience, in real estate negotiations and transactions, economic development, and/or asset management of public land.
  • Has a strong track record of collaboration, strategic planning, and project management, including delivering large and small-scale projects and seeing projects and initiatives through from beginning to full completion.
  • Is a proactive and skilled communicator, sensitive to the needs of all stakeholders with sophisticated political acumen and previous experience presenting complex real estate recommendations and decisions in public and private forums to appointed and elected officials.
  • Is an inclusive, collaborative, and consistent team leader who values the experience of team members and demonstrates experience delegating and juggling multiple priorities in a fast-paced work environment.


COMPENSATION & BENEFITS

$188,073 - $228,605 Annual Salary (3.5% increase effective 7/2/2023)

  • MEDICAL
    : Up to $2,549.16 City contribution towards selected CalPERS medical plan premium; contribution dependent upon health plan and number insured; $230 cash-in-lie for waving with proof of enrollment in other coverage;
  • DENTAL: Fully covered dental through Delta Dental for employee and all eligible dependents.
  • CALPERS PENSION: Employees established with CalPERS on or before 12/31/2012 are classificed as Classic membvers and are assigned a retirement formula of 2.0% at 55. Classic members pay a total pre-tax contribution of 8.868% (7% employee contribution and 1.868% employee paid City contribution). Employees established with CalPERS on 01/01/2013 or later and not eligible for reciprocity with another California public retirement system, are classified as New (PEPRA) members and are assigned a retirement formula of 2.0% at 62. New members pay half the normal cost as determined by CalPERS, for FY22/23 New members pay 8.25% for FY23/24 New members will pay 8.75%. The City does not participate in Social Security; however, employees contribute 1.45% for Medicare.
  • PAID LEAVE:
    • Vacation: starting at 4 weeks and increasing with years of service;
    • Sick Leave: accrue 12 days (90 hours) annually (unused sick leave is converted to service credit upon retirement)
    • Holidays: 11 Holidays plus 5.5 Floating Holidays
    • Admin Leave: 8 days (60 hours) per fiscal year, available for cash out if unused.
  • TRANSPORTATION ALLOWANCE: $250 per month
  • OTHER BENEFITS:
    • 37.5 hour work week
    • City paid $100,000 Life Insurance
    • City Paid LTD Insurance up to $8,000/month benefit
    • Deferred Comp (457b) match after one year of service

Examples of Duties

The Base Reuse & Economic Development Department is a fast-paced, dynamic, and collaborative department of nine full-time staff, responsible for implementing the City’s goals and policies related to the reuse and redevelopment of the former Naval Air Station Alameda (referred to as Alameda Point) as the City’s newest mixed-use, transit-oriented neighborhood and to creating an economically diverse and financially sustainable community. The Department is comprised of the following divisions:

  • Base Reuse:
    Implements the City’s plans for transforming 880-acre Alameda Point into a new mixed-use, transit oriented development, which includes overseeing the transfer of the remaining land from the Navy to the City, and real estate negotiations and transactions with private developers, ensuring that City goals are reflected in transactions, such as job and sales tax generation, public benefits, reduced maintenance and capital obligations, and consistency with community planning and vision.   • Economic Development: Maintains and grows Alameda's tax and employment bases through business recovery, retention, expansion, and attraction efforts, marketing, façade improvement grants, public art, and workforce development.   • Asset Management: Manages properties owned and leased by the City, including Alameda Point and Tidelands properties, including several 300-400 berth marinas, with oversight of approximately $13 to $14 million in commercial and residential leases that include sale and lease transactions with private and public entities.
