ABOUT THE JOB
Under administrative direction, plans, coordinates, and directs school transportation activities, including the school bus driver training program, and vehicle maintenance and repair.

ESSENTIAL DUTIES
  • Plans, organizes, and directs the dispatching, training, operation, and maintenance of district school buses and the repair and maintenance of trucks and other automotive equipment.
  • Oversees the development and coordination of school bus routes and schedules, to include transportation for special District activities such as athletic events and field trips.
  • Assists in coordinating the transportation of special needs students including the oversight of contracted vendors and collaborating with the District’s special education department.
  • Maintains current knowledge of and assists in the implementation of safety and transportation codes, regulations, laws, and related matters.
  • Oversees and assists with the school bus driver training program, ensuring maintenance of accurate training records.
  • Assists in the evaluation of new vehicle and equipment purchases.
  • Oversees vehicle maintenance schedules and the assignment of needed mechanical work.
  • Conducts accident, incident and facility investigations; analyze situations, prepare and submit required reports.
  • Coordinates with city employees, other agencies, and district administrators in providing safe walking routes to school.
  • Prepares reports, surveys, and statistical analysis.
  • Manages the transportation budget and makes budget recommendations.
  • Administers the school bus safety and evacuation program.
  • Oversees fleet, equipment and supply inventories and recommends related purchases.
  • Creates special or routine items such as reports, letters, bulletins, or manuals.
  • Converses with principals, parents and interested citizens in solving transportation-related problems.
  • Selects, supervises, and evaluates the work of subordinate personnel; and provides overall direction of their training.

EMPLOYMENT STANDARDS

Education and Experience: Graduation from high school or equivalent and five years of increasingly responsible transportation experience in California, including three years of experience supervising in a large student bus transportation program.

LICENSE

Must possess and maintain a valid California Class C Driver License and remain insurable at the standard insurance rate. Must possess and maintain a valid School Bus Driver Instructor Certificate with no limitations issued by the California Department of Education Office of School Transportation. Candidates must submit a recent (within the last 30 days) original DMV driving record by the oral rating exam.

Knowledge of :
  • California Motor Vehicle Code, California Highway Patrol laws, and the applicable California Education Code sections.
  • California school bus licensing requirements.
  • Special Education transportation requirements.
  • Principles and practices of general management and effective supervision.
  • Methods and practices used in the maintenance of a large fleet of vehicles.
  • Routing and dispatching techniques related to student transportation.
  • Large scale school bus and truck operations, including maintenance of school buses, automobiles, and related equipment.
  • Safe driving practices.
  • Applicable routing software.
Ability to :
  • Plan, organize and administer transportation activities.
  • Interpret, apply, and explain rules, regulations, policies and procedures.
  • Prepare and review budget reports for large and diversified departments.
  • Create and maintain computerized records and prepare oral and written reports.
  • Establish and maintain effective working relationships with district administration, staff, public, other government agencies, and contracted vendors.
  • Establish and maintain safe working conditions.
  • Plan, assign, direct and evaluate the work of others.
  • Effectively operate a computer to create and maintain documents and spreadsheets, prepare reports, and use routing software.
  • Meet schedules and timelines.
  • Communicate effectively, both orally and in writing.

SELECTION PROCEDURES

Applications will be accepted from the general public and district employees who possess the above qualifications. The district reserves the right to invite applicants whose qualifications most closely meet the requirements needed for the position to continue in the examination process. The examination may consist of an evaluation of training and experience, multiple choice, performance, and oral/technical exams. Persons needing reasonable accommodation must notify the Office of Personnel Services by the last day to file. A qualifying score must be achieved on all portions of the examination in order to be placed on the open eligibility list. Outside and district candidates will be placed on one ranked list, with eligible permanent district employees receiving five seniority points which will be added to their final scores.
